Narrative:

I was hired to fly for company X for the hurricane isabelle storm. The state of maryland had declared a state of emergency and a large portion of the state was out of electricity. I spoke to the person who contracted me and he said the landing site was outside of the dc ADIZ. We spoke and I said I would leave right away and when they showed me where they had to go I would map it out and file a flight plan to enter the ADIZ. I flew down and at about 20 mi from bwi tried to raise the tower and it took quite a few calls before I got a response. The controller switched me over to approach who I spoke to and they did not give me a code yet and I came up on my landing site. I was listening up on approach and they asked who the aircraft was about 10 mi from bwi and I idented myself and was told that I was within the ADIZ and given a code. A few mins later a black hawk flew over my landing site and continued by. I had looked at the most current washington chart and saw that they have changed the color around the P40 and washington area and unfortunately assumed that this was the ADIZ area as everything in the bwi was the same as any other class B airspace. The area I landed at was under a floor of class B as 1500 ft. I called bwi as a courtesy as I was within a couple of mi of their area (as I always do in these sits), off the extended centerline, in case someone's TCASII goes off. I read the note on the washington chart that tells of the sfar in the washington area and was nowhere near this as my conversation will indicate with the approach controller. I think that this area should be discolored as the washington area and P40 area are, or at least put some indication on the 30 mi mode C veil. This would alert pilots that are not aware of the baltimore area being part of the ADIZ.

Title: A BELL 206 SINGLE PLT ENTERED THE DC ADIZ ON THE ADVICE OF HIS EMPLOYER THAT THE LNDG AREA WAS OUTSIDE THE TFR.

WE SPOKE AND I SAID I WOULD LEAVE RIGHT AWAY AND WHEN THEY SHOWED ME WHERE THEY HAD TO GO I WOULD MAP IT OUT AND FILE A FLT PLAN TO ENTER THE ADIZ. I FLEW DOWN AND AT ABOUT 20 MI FROM BWI TRIED TO RAISE THE TWR AND IT TOOK QUITE A FEW CALLS BEFORE I GOT A RESPONSE. THE CTLR SWITCHED ME OVER TO APCH WHO I SPOKE TO AND THEY DID NOT GIVE ME A CODE YET AND I CAME UP ON MY LNDG SITE. I WAS LISTENING UP ON APCH AND THEY ASKED WHO THE ACFT WAS ABOUT 10 MI FROM BWI AND I IDENTED MYSELF AND WAS TOLD THAT I WAS WITHIN THE ADIZ AND GIVEN A CODE. A FEW MINS LATER A BLACK HAWK FLEW OVER MY LNDG SITE AND CONTINUED BY. I HAD LOOKED AT THE MOST CURRENT WASHINGTON CHART AND SAW THAT THEY HAVE CHANGED THE COLOR AROUND THE P40 AND WASHINGTON AREA AND UNFORTUNATELY ASSUMED THAT THIS WAS THE ADIZ AREA AS EVERYTHING IN THE BWI WAS THE SAME AS ANY OTHER CLASS B AIRSPACE. THE AREA I LANDED AT WAS UNDER A FLOOR OF CLASS B AS 1500 FT. I CALLED BWI AS A COURTESY AS I WAS WITHIN A COUPLE OF MI OF THEIR AREA (AS I ALWAYS DO IN THESE SITS), OFF THE EXTENDED CTRLINE, IN CASE SOMEONE'S TCASII GOES OFF. I READ THE NOTE ON THE WASHINGTON CHART THAT TELLS OF THE SFAR IN THE WASHINGTON AREA AND WAS NOWHERE NEAR THIS AS MY CONVERSATION WILL INDICATE WITH THE APCH CTLR. I THINK THAT THIS AREA SHOULD BE DISCOLORED AS THE WASHINGTON AREA AND P40 AREA ARE, OR AT LEAST PUT SOME INDICATION ON THE 30 MI MODE C VEIL. THIS WOULD ALERT PLTS THAT ARE NOT AWARE OF THE BALTIMORE AREA BEING PART OF THE ADIZ.
