Narrative:

During cruise, a fluctuation in cabin rate of climb was observed. Lower altitude was requested and 17000 ft MSL was assigned. At approximately 20000-21000 ft MSL, the cabin rate of climb indicator spiked in climb and cabin altitude rose rapidly. Our memory items for 'cabin rapid depressurization' and 'emergency descent' were executed. Crew requests and is assigned 10000 ft MSL. 'Cabin altitude high' annunciator illuminates. All subsequent checklists were completed. Flight attendant and passenger have been on oxygen since cabin rate of climb spiked. Descent stopped at 10000 ft MSL and ATC advised no further assistance required. Landed without event at destination (rapid city). Postflt revealed cargo door lower seal blown out and hanging.

Narrative: DURING CRUISE, A FLUCTUATION IN CABIN RATE OF CLB WAS OBSERVED. LOWER ALT WAS REQUESTED AND 17000 FT MSL WAS ASSIGNED. AT APPROX 20000-21000 FT MSL, THE CABIN RATE OF CLB INDICATOR SPIKED IN CLB AND CABIN ALT ROSE RAPIDLY. OUR MEMORY ITEMS FOR 'CABIN RAPID DEPRESSURIZATION' AND 'EMER DSCNT' WERE EXECUTED. CREW REQUESTS AND IS ASSIGNED 10000 FT MSL. 'CABIN ALT HIGH' ANNUNCIATOR ILLUMINATES. ALL SUBSEQUENT CHKLISTS WERE COMPLETED. FLT ATTENDANT AND PAX HAVE BEEN ON OXYGEN SINCE CABIN RATE OF CLB SPIKED. DSCNT STOPPED AT 10000 FT MSL AND ATC ADVISED NO FURTHER ASSISTANCE REQUIRED. LANDED WITHOUT EVENT AT DEST (RAPID CITY). POSTFLT REVEALED CARGO DOOR LOWER SEAL BLOWN OUT AND HANGING.
