Narrative:

While on a VFR flight from crj to 17N, it is alleged that aircraft X incurred into the washington ADIZ by 3 mi on the dca 197 degree radial, 29 DME for 14 mins at altitude approximately 3500 ft. A VFR flight plan, but not an ADIZ flight plan was called into leesburg flight service station (FSS). The planned route of flight had aircraft X going around the washington ADIZ, from culpeper airport, heading sse to reduce potomac TRACON workload. While filing the flight plan, the leesburg FSS briefer even mentioned 'you're planning on going around the ADIZ.' to that I answered in the affirmative. While flying a sse heading, at around the dahlgren restr area attempting to stay clear of the washington ADIZ yet stay north and out of the dahlgren restr airspace, I am alleged to have inadvertently incurred into the washington ADIZ. This incursion was possibly due to no clearance between the washington ADIZ and the dahlgren restr area. Also, it was not known if the dahlgren restr area was hot. The washington ADIZ appears to go right up to the dahlgren restr area and provides no corridor to fly around or through. Upon landing at cross keys airport nj, I was advised to contact potomac TRACON. Potomac TRACON described the alleged incursion. He further pointed out that I was tracked inside the ADIZ by 3 mi, for 14 mins. Safety suggestion: where the outer boundaries of an ADIZ and a restr area conflicts or overlaps, reduce the ADIZ to provide a flying corridor between the 2 areas. Alleged incursions reporting suggestion: when a reporting agency alleges pilot incursion, consideration should be given to the direction of flight and the incursion entry point. Based on that information, assess the overall severity of the incursion to determine if reportable as an ADIZ violation. The use of objective rational evaluation should enter into the reporting decision, as opposed to reporting of all alleged incursions. Greater cooperation between the GA community and reporting agencies, like potomac TRACON, will greatly reduce frivolous alleged ADIZ reportable violations. Aircraft X was flying outside the southernmost section of the ADIZ and away from any potential ADIZ problem area.

THIS INCURSION WAS POSSIBLY DUE TO NO CLRNC BTWN THE WASHINGTON ADIZ AND THE DAHLGREN RESTR AREA. ALSO, IT WAS NOT KNOWN IF THE DAHLGREN RESTR AREA WAS HOT. THE WASHINGTON ADIZ APPEARS TO GO RIGHT UP TO THE DAHLGREN RESTR AREA AND PROVIDES NO CORRIDOR TO FLY AROUND OR THROUGH. UPON LNDG AT CROSS KEYS ARPT NJ, I WAS ADVISED TO CONTACT POTOMAC TRACON. POTOMAC TRACON DESCRIBED THE ALLEGED INCURSION. HE FURTHER POINTED OUT THAT I WAS TRACKED INSIDE THE ADIZ BY 3 MI, FOR 14 MINS.
