Narrative:
Ground cleared us to cross runway 30L at taxiway H and told an air carrier Y to hold on parallel taxiway until we passed halfway across runway the first officer said air carrier Y was not stopping, had to apply heavy braking and stop short of taxiway to let air carrier Y get by. Ground did question the air carrier Y why he did not stop, but he did not have a good answer.

Narrative: GND CLRED US TO CROSS RWY 30L AT TXWY H AND TOLD AN ACR Y TO HOLD ON PARALLEL TXWY UNTIL WE PASSED HALFWAY ACROSS RWY THE FO SAID ACR Y WAS NOT STOPPING, HAD TO APPLY HVY BRAKING AND STOP SHORT OF TXWY TO LET ACR Y GET BY. GND DID QUESTION THE ACR Y WHY HE DID NOT STOP, BUT HE DID NOT HAVE A GOOD ANSWER.
