Narrative:

Normal operations and normal procedures operating out of dca. First officer's leg outbound to atl with a full load of passenger on a hot summer morning. Long takeoff roll on runway 1, turn at 400 ft AGL (approximately 15 degree bank), maximum outbound visually over the river to intercept the dca 328 degree radial outbound. Lost the river at about 1500 ft on a 5-10 degrees (approximately 322 degrees) heading to intercept the dca 328 degree radial. In contact with departure, then sent to center. Again, normal departure, normal operations out of dca. Although departure control and ZDC's radar did not detect encroachment, secret service questioned this particular departure. This NASA report is simply to restate the tight departure parameters surrounding P-56. Heavy weight, hot day, 15 degree bank turns at low altitudes with full power (executed very conscientiously) might still put you within the encroachment parameters of P-56. Lesson learned: fly as 'tight' as possible. I didn't think that I was even close to setting off encroachment buffers. Callback conversation with reporter revealed the following information: reporter advised that the flight crew was interviewed at their destination and asked to provide written statements of the event. No further communication has been received by any other organization.
