Narrative:

ATC command center contacted the ATC coordinator to let them know that flight from iad to las was planned hnn direct vhp, which takes the flight through the buckeye MOA. According to our charts, the buckeye MOA is active at certain times of the day from 5000 ft to FL180. The ATC coordinator called the command center back and got ZID on. They said that the MOA is usually active all day up to FL500. No NOTAMS have been issued and the charts show the MOA active only up to FL180. There is no way for us to know not to flight plan through the area.

Title: ACR DISPATCHER CONCERNED WITH SCHEDULED MOA OPS VERSUS ACTUAL MOA USAGE WHEN FLT PLANNING.

Narrative: ATC COMMAND CTR CONTACTED THE ATC COORDINATOR TO LET THEM KNOW THAT FLT FROM IAD TO LAS WAS PLANNED HNN DIRECT VHP, WHICH TAKES THE FLT THROUGH THE BUCKEYE MOA. ACCORDING TO OUR CHARTS, THE BUCKEYE MOA IS ACTIVE AT CERTAIN TIMES OF THE DAY FROM 5000 FT TO FL180. THE ATC COORDINATOR CALLED THE COMMAND CTR BACK AND GOT ZID ON. THEY SAID THAT THE MOA IS USUALLY ACTIVE ALL DAY UP TO FL500. NO NOTAMS HAVE BEEN ISSUED AND THE CHARTS SHOW THE MOA ACTIVE ONLY UP TO FL180. THERE IS NO WAY FOR US TO KNOW NOT TO FLT PLAN THROUGH THE AREA.
