Narrative:

Requested practice ILS runway 30 lgb from socal approach after handoff from lax departure. Socal assigned heading 210 degrees and 2500 ft descent while calling out VFR opposite traffic at 12 O'clock position. Looking straight ahead, I realized the vector and altitude just assigned pointed me on a collision course with a cherokee that was going in opposite direction. I took evasive action with a right turn and observed other aircraft pass under my left wing at 3500 ft. If I descended as directed by ATC, we would likely have collided. I told ATC 'that was too close,' and received no reply.
