Narrative:

Aircraft X called on frequency requesting IFR clearance. Aircraft was still in ind approach airspace. After approval to issue clearance was obtained, clearance was issued. Aircraft X failed to top day approach airspace and was never pointed out. Other factors include: a 25 mile in-trail restr to ord. At least 4 aircraft were given releases to ord through my sector. There was virtually no traffic management assistance. One of these aircraft (air carrier Y) was vectored at least 5 times, then given a 360 degree turn to obtain the 25 mi. After all this, ZAU informed me air carrier Y would be put in holding. Another one of these (air carrier Z) was given 2 re-routes, then told it would also be put in holding. Another factor was spacing for cvg. 2 of the 4 inbound fixes to cvg were closed due to WX impacting the area. My sector was working many extra flts that we normally would not be working. On 2 occasions, I requested help on this situation to the supervisor in-charge and virtually no help was given. We (sector team) were informed of error approximately 15 mins later by supervisor. We had no idea an error had occurred.

Title: ZID RADAR TEAM NOTIFIED 'AFTER THE FACT' OF ZOB AIRSPACE DEV. ZID CTLR ALLEGES SEQUENCING PROBS, COORD, STAFFING, WX DEVS AND TFC MGMNT FAILURES.

ACFT X FAILED TO TOP DAY APCH AIRSPACE AND WAS NEVER POINTED OUT. OTHER FACTORS INCLUDE: A 25 MILE IN-TRAIL RESTR TO ORD. AT LEAST 4 ACFT WERE GIVEN RELEASES TO ORD THROUGH MY SECTOR. THERE WAS VIRTUALLY NO TFC MGMNT ASSISTANCE. ONE OF THESE ACFT (ACR Y) WAS VECTORED AT LEAST 5 TIMES, THEN GIVEN A 360 DEG TURN TO OBTAIN THE 25 MI. AFTER ALL THIS, ZAU INFORMED ME ACR Y WOULD BE PUT IN HOLDING. ANOTHER ONE OF THESE (ACR Z) WAS GIVEN 2 RE-ROUTES, THEN TOLD IT WOULD ALSO BE PUT IN HOLDING.
