Narrative:

I was told by ATC to descend to 9000 ft and cross wacki intersection at 11000 ft. We were 15 NM from wacki. The first officer and I misunderstood the clearance. We began the descent to 9000 ft thinking we had to cross wacki at or below 11000 ft. ATC wanted wacki at 11000 ft exactly. ATC should have told us to cross wacki at or above 11000 ft or should have made it clrer. I learned to ask ATC for clarification in the future. A lesson well learned. Wacki is on the jaike RNAV one arrival into teb.
