Narrative:

I was giving a line standards observation to the crew of this flight and when approaching the gate, the wing walker did not have wands and was not looking at the wing clearance. The captain stopped the aircraft and motioned to the ramper to keep his eyes on the wing. The ramper gave a thumbs up and as soon as the captain moved the aircraft, the ramper looked away. The captain stopped again and the same thing happened. Actually, it happened about 4 times and then the ramper waved his hand at the crew and walked away. At this point, so did the marshaller. Perhaps he left to get wands or maybe he knew we requested a supervisor, but in any event, he watched the wing when he came back out. In my opinion, the captain did the right thing as far as safety and legal procedures go. It is also my opinion that this ramper has a major attitude problem. I've had dealings with him in the past. The ramp supervisor said he would handle it.

Title: AN EMJ COMPANY CHK PLT RPTED ON THE SHORTCOMINGS OF MARSHALLING AT ORD.

Narrative: I WAS GIVING A LINE STANDARDS OBSERVATION TO THE CREW OF THIS FLT AND WHEN APCHING THE GATE, THE WING WALKER DID NOT HAVE WANDS AND WAS NOT LOOKING AT THE WING CLRNC. THE CAPT STOPPED THE ACFT AND MOTIONED TO THE RAMPER TO KEEP HIS EYES ON THE WING. THE RAMPER GAVE A THUMBS UP AND AS SOON AS THE CAPT MOVED THE ACFT, THE RAMPER LOOKED AWAY. THE CAPT STOPPED AGAIN AND THE SAME THING HAPPENED. ACTUALLY, IT HAPPENED ABOUT 4 TIMES AND THEN THE RAMPER WAVED HIS HAND AT THE CREW AND WALKED AWAY. AT THIS POINT, SO DID THE MARSHALLER. PERHAPS HE LEFT TO GET WANDS OR MAYBE HE KNEW WE REQUESTED A SUPVR, BUT IN ANY EVENT, HE WATCHED THE WING WHEN HE CAME BACK OUT. IN MY OPINION, THE CAPT DID THE RIGHT THING AS FAR AS SAFETY AND LEGAL PROCS GO. IT IS ALSO MY OPINION THAT THIS RAMPER HAS A MAJOR ATTITUDE PROB. I'VE HAD DEALINGS WITH HIM IN THE PAST. THE RAMP SUPVR SAID HE WOULD HANDLE IT.
