Narrative:

Our maintenance called me at dispatch to defer right engine bleed pressure regulator/shutoff valve, placard '3611K' well before departure. I approved the deferral due to forecast for en route WX and san indicated no icing. San later revised forecast for 'cigs' and tsra to stay longer than initially forecasted. I then thought I had sent a refusal back to maintenance to refuse the deferral due to possible icing. This shift became very busy and I temporarily forgot about the item. Later, I noticed the flight had departed ord with the item deferred. I notified the captain that I thought the item would have been cleared before departure. We discussed it ourselves and with opb and dispatch manager and decided to divert to sfo to avoid potentially flying into icing conditions. Sfo was VFR.

Title: AN ACR DISPATCHER RPTED THAT HE DIRECTED THE B752 CAPT TO DIVERT TO SFO TO AVOID FLYING INTO ICING CONDITIONS IN SAN FOR WHICH THE ACFT HAD BEEN EQUIP DEFERRED.

I THEN THOUGHT I HAD SENT A REFUSAL BACK TO MAINT TO REFUSE THE DEFERRAL DUE TO POSSIBLE ICING. THIS SHIFT BECAME VERY BUSY AND I TEMPORARILY FORGOT ABOUT THE ITEM. LATER, I NOTICED THE FLT HAD DEPARTED ORD WITH THE ITEM DEFERRED. I NOTIFIED THE CAPT THAT I THOUGHT THE ITEM WOULD HAVE BEEN CLRED BEFORE DEP. WE DISCUSSED IT OURSELVES AND WITH OPB AND DISPATCH MGR AND DECIDED TO DIVERT TO SFO TO AVOID POTENTIALLY FLYING INTO ICING CONDITIONS. SFO WAS VFR.
