Narrative:

On jul/fri/03, I was sic of a hawker flight. In cruise flight at FL390 the captain ran through the cruise checklist. The checklist calls for the top temperatures selectors to be placed in the off position. When the captain did this the left engine flamed out. Because of our altitude and weight, we were not able to maintain altitude and shortly after the flameout we started to lose altitude. At the time we were under control of toronto center. We tried immediately to notify ATC, but the controller was busy with other aircraft. By the time we got a hold of ATC to request a descent we had already drifted down to approximately 38600 ft. The controller noticed that we were not at FL390 and cleared us to descend to FL310. I am not aware of any traffic conflicts during our initial drift down. We descended into the restart envelope and restarted the engine. The rest of the flight was uneventful.

Title: H25A DSNDS FROM ASSIGNED ALT DUE TO ENG FAILURE.

Narrative: ON JUL/FRI/03, I WAS SIC OF A HAWKER FLT. IN CRUISE FLT AT FL390 THE CAPT RAN THROUGH THE CRUISE CHKLIST. THE CHKLIST CALLS FOR THE TOP TEMPS SELECTORS TO BE PLACED IN THE OFF POS. WHEN THE CAPT DID THIS THE L ENG FLAMED OUT. BECAUSE OF OUR ALT AND WT, WE WERE NOT ABLE TO MAINTAIN ALT AND SHORTLY AFTER THE FLAMEOUT WE STARTED TO LOSE ALT. AT THE TIME WE WERE UNDER CTL OF TORONTO CTR. WE TRIED IMMEDIATELY TO NOTIFY ATC, BUT THE CTLR WAS BUSY WITH OTHER ACFT. BY THE TIME WE GOT A HOLD OF ATC TO REQUEST A DSCNT WE HAD ALREADY DRIFTED DOWN TO APPROX 38600 FT. THE CTLR NOTICED THAT WE WERE NOT AT FL390 AND CLRED US TO DSND TO FL310. I AM NOT AWARE OF ANY TFC CONFLICTS DURING OUR INITIAL DRIFT DOWN. WE DSNDED INTO THE RESTART ENVELOPE AND RESTARTED THE ENG. THE REST OF THE FLT WAS UNEVENTFUL.
