Narrative:

When I called flight service from north carolina to file an ADIZ flight plan, the FSS leesburg told me 'whino' intersection would be the most opportune location to do that. When I arrived at 'whino,' pct was congested. I waited approximately 20 mins until I received a squawk. I waited 5 additional mins until he cleared me into the ADIZ and on course to anp. I squawked my assigned squawk and was in constant contact with ATC until landing at anp. Customs officials approached me 20 mins after landing. Callback conversation with reporter revealed the following information: the reporter stated the customs officials approached him because they had been notified that he may have, during orbiting, entered the ADIZ while waiting for his code. The reporter also stated that he noticed an F-16 orbiting anp before he landed. As he approached the field, he was high and fast, and stated that he would have gone around in order to execute a better approach. Instead, he felt intimidated by the closeness of the F-16, and surmised it may have been there for him, though he received no indication of this from pct. He decided to land for fear a go around might look suspicious. The reporter felt the 'overzealous' nature of the interception was very intimidating and that this could be a safety of flight issue, especially for low time pilots. He also stated that he was told by dca FSS to pick up his dc ADIZ clearance at whino intersection. However, that intersection is located within the dc ADIZ.

Title: A PA-28 PLT WAS ACCUSED BY PCT OF VIOLATING THE DC ADIZ AFTER HE HAD FOLLOWED DCA FSS IS SUGGESTION THAT WHINO WAS THE INTERSECTION AT WHICH TO PICK UP HIS CODE.

Narrative: WHEN I CALLED FLT SVC FROM NORTH CAROLINA TO FILE AN ADIZ FLT PLAN, THE FSS LEESBURG TOLD ME 'WHINO' INTERSECTION WOULD BE THE MOST OPPORTUNE LOCATION TO DO THAT. WHEN I ARRIVED AT 'WHINO,' PCT WAS CONGESTED. I WAITED APPROX 20 MINS UNTIL I RECEIVED A SQUAWK. I WAITED 5 ADDITIONAL MINS UNTIL HE CLRED ME INTO THE ADIZ AND ON COURSE TO ANP. I SQUAWKED MY ASSIGNED SQUAWK AND WAS IN CONSTANT CONTACT WITH ATC UNTIL LNDG AT ANP. CUSTOMS OFFICIALS APCHED ME 20 MINS AFTER LNDG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CUSTOMS OFFICIALS APCHED HIM BECAUSE THEY HAD BEEN NOTIFIED THAT HE MAY HAVE, DURING ORBITING, ENTERED THE ADIZ WHILE WAITING FOR HIS CODE. THE RPTR ALSO STATED THAT HE NOTICED AN F-16 ORBITING ANP BEFORE HE LANDED. AS HE APCHED THE FIELD, HE WAS HIGH AND FAST, AND STATED THAT HE WOULD HAVE GONE AROUND IN ORDER TO EXECUTE A BETTER APCH. INSTEAD, HE FELT INTIMIDATED BY THE CLOSENESS OF THE F-16, AND SURMISED IT MAY HAVE BEEN THERE FOR HIM, THOUGH HE RECEIVED NO INDICATION OF THIS FROM PCT. HE DECIDED TO LAND FOR FEAR A GO AROUND MIGHT LOOK SUSPICIOUS. THE RPTR FELT THE 'OVERZEALOUS' NATURE OF THE INTERCEPTION WAS VERY INTIMIDATING AND THAT THIS COULD BE A SAFETY OF FLT ISSUE, ESPECIALLY FOR LOW TIME PLTS. HE ALSO STATED THAT HE WAS TOLD BY DCA FSS TO PICK UP HIS DC ADIZ CLRNC AT WHINO INTERSECTION. HOWEVER, THAT INTERSECTION IS LOCATED WITHIN THE DC ADIZ.
