Narrative:

We were cleared for a visual approach to runway 27R at phl. Just prior to the marker (speez) we got a TA and ATC gave us a traffic advisory at the same time. No visual identify was made at this moment. The TA showed traffic at a close 11 O'clock and 400 ft low. Very soon we had a climb RA. We were still outside the marker and at 2400 ft, the intruder aircraft was still climbing and the TCASII display showed him 100 ft low and slightly to our right. Our climb RA stayed active through 4000 ft before we were clear at conflict. The intruder aircraft was apparently climbing rapidly during the RA event. I was led to believe by phl ATC, that the other aircraft leveled at 2700 ft. ATC eventually continued our climb to 5000 ft and we got vectored for an uneventful approach and landed runway 27R. TRACON watch supervisor discussed the intruder aircraft. I got a glimpse of the intruder aircraft what appeared to be a general aviation low wing aircraft and was traveling sbound and climbing.

Title: A319 CREW AND A LOW WING GA ACFT HAD LESS THAN LEGAL SEPARATION IN PHL CLASS B.

Narrative: WE WERE CLRED FOR A VISUAL APCH TO RWY 27R AT PHL. JUST PRIOR TO THE MARKER (SPEEZ) WE GOT A TA AND ATC GAVE US A TFC ADVISORY AT THE SAME TIME. NO VISUAL IDENT WAS MADE AT THIS MOMENT. THE TA SHOWED TFC AT A CLOSE 11 O'CLOCK AND 400 FT LOW. VERY SOON WE HAD A CLB RA. WE WERE STILL OUTSIDE THE MARKER AND AT 2400 FT, THE INTRUDER ACFT WAS STILL CLBING AND THE TCASII DISPLAY SHOWED HIM 100 FT LOW AND SLIGHTLY TO OUR R. OUR CLB RA STAYED ACTIVE THROUGH 4000 FT BEFORE WE WERE CLR AT CONFLICT. THE INTRUDER ACFT WAS APPARENTLY CLBING RAPIDLY DURING THE RA EVENT. I WAS LED TO BELIEVE BY PHL ATC, THAT THE OTHER ACFT LEVELED AT 2700 FT. ATC EVENTUALLY CONTINUED OUR CLB TO 5000 FT AND WE GOT VECTORED FOR AN UNEVENTFUL APCH AND LANDED RWY 27R.
