Narrative:
I was transiting sbound between khgr and the csn VOR. I had filed an ADIZ flight plan for my destination of quantico, va. I was unable to capture the attention of ZDC until I encountered the class B 4500 ft shelf (20 NM from armel). I contacted potomac approach for ADIZ clearance and VFR direct to nyg, but was notified that I was already within the western boundary of the ZDC ADIZ. I received a transponder code and clearance to continue to my destination. I was underneath the class B airspace at the time. Cause was inadequate preflight planning in determination of ADIZ boundaries. I had presumed that the 30 NM mode C veil around dca VOR was adequate, but I was mistaken.

Title: A C-172 PLT WAS NOTIFIED BY PCT THAT HE ENTERED THE DC ADIZ WITHOUT PERMISSION.
Narrative: I WAS TRANSITING SBOUND BTWN KHGR AND THE CSN VOR. I HAD FILED AN ADIZ FLT PLAN FOR MY DEST OF QUANTICO, VA. I WAS UNABLE TO CAPTURE THE ATTN OF ZDC UNTIL I ENCOUNTERED THE CLASS B 4500 FT SHELF (20 NM FROM ARMEL). I CONTACTED POTOMAC APCH FOR ADIZ CLRNC AND VFR DIRECT TO NYG, BUT WAS NOTIFIED THAT I WAS ALREADY WITHIN THE WESTERN BOUNDARY OF THE ZDC ADIZ. I RECEIVED A XPONDER CODE AND CLRNC TO CONTINUE TO MY DEST. I WAS UNDERNEATH THE CLASS B AIRSPACE AT THE TIME. CAUSE WAS INADEQUATE PREFLT PLANNING IN DETERMINATION OF ADIZ BOUNDARIES. I HAD PRESUMED THAT THE 30 NM MODE C VEIL AROUND DCA VOR WAS ADEQUATE, BUT I WAS MISTAKEN.
