Narrative:

On a stl-bos-stl turn I noticed that the first officer had a very bad cold. I mentioned to him that he probably should be at home off schedule. He said that he would not call in sick due to a loss of travel benefits once furloughed next month. I did mention that it was a violation of the far's to fly while sick and he said that it was a choice he had made to preserve his travel benefits. I did not notice a degradation in the performance of his duties but it was very obvious that he did not belong in the cockpit of the airplane. I am providing this as soon as possible to alert you to the dangers of the 'new' furlough pass benefit system as it is tied to perfect attendance.
