Narrative:

On jun/tue/03, I planned a VFR flight from eagle neck airpark 1ga0 to carrol county airport dmw with a planned fuel stop at moore country nc SOP. This was a day VFR single pilot flight. Knowing that the destination area contained several tfr airspace restrs, diligent flight planning measures were employed and a route planned that avoided all restr airspace. During the preflight, flight service briefing, the briefer asked if I was aware of the ADIZ restrs associated with the dc class B airspace. I responded that I was with the assumption that he was referring to normal offshore ADIZ areas. He also noted that my route to dmw would avoid the ADIZ area. En route in the vicinity of frederick VOR I elected to change my destination to montgomery county airport gai. After arrival at montgomery county airport, I was instructed to contact the local FSDO. I was informed by that office that I had not complied with ADIZ restr in effect. Reviewing the current washington sectional chart I find that there is no textual or graphic description of the ADIZ restr. It was only after extensive internet research that I was able to determine the detailed procedures and boundaries contained in 3/2126. I recommend that a more prominent depiction of this ADIZ airspace be incorporated into the next chart revision.

Title: HOME-BUILT SMA PLT ENTERED DC ADIZ WITHOUT CLRNC OR A DISCREET XPONDER CODE.

DURING THE PREFLT, FLT SVC BRIEFING, THE BRIEFER ASKED IF I WAS AWARE OF THE ADIZ RESTRS ASSOCIATED WITH THE DC CLASS B AIRSPACE. I RESPONDED THAT I WAS WITH THE ASSUMPTION THAT HE WAS REFERRING TO NORMAL OFFSHORE ADIZ AREAS. HE ALSO NOTED THAT MY RTE TO DMW WOULD AVOID THE ADIZ AREA. ENRTE IN THE VICINITY OF FREDERICK VOR I ELECTED TO CHANGE MY DEST TO MONTGOMERY COUNTY ARPT GAI. AFTER ARR AT MONTGOMERY COUNTY ARPT, I WAS INSTRUCTED TO CONTACT THE LCL FSDO. I WAS INFORMED BY THAT OFFICE THAT I HAD NOT COMPLIED WITH ADIZ RESTR IN EFFECT. REVIEWING THE CURRENT WASHINGTON SECTIONAL CHART I FIND THAT THERE IS NO TEXTUAL OR GRAPHIC DESCRIPTION OF THE ADIZ RESTR. IT WAS ONLY AFTER EXTENSIVE INTERNET RESEARCH THAT I WAS ABLE TO DETERMINE THE DETAILED PROCS AND BOUNDARIES CONTAINED IN 3/2126. I RECOMMEND THAT A MORE PROMINENT DEPICTION OF THIS ADIZ AIRSPACE BE INCORPORATED INTO THE NEXT CHART REVISION.
