Narrative:

On the ground at vny I called clearance delivery XA30 local for an IFR (tec)tower en route clearance flight to ont. I requested the bur L6 route and was cleared as requested. The departure runway was runway 16R, no departure heading was included in my clearance. I referred to the obstacle departure procedure in my commercial plates which for runway 16R state 'a climbing left turn to intercept vny 095 degree radial to darts intersection. All aircraft eastbound via V-186 climb on course.' in the absence of any initial heading instructions from clearance delivery and from vny tower, I departed according to the obstacle departure procedure mentioned above. On climb out, after making the initial turn to the left and switching to socal, socal requested an immediate right turn to 180 degree heading. I queried the controller as to whether I had used the correct departure and he gave me a phone number to call. On landing at ont, I immediately called the requested number and explained the situation. I was told the supervisor would be reviewing the tapes. They asked for my phone number and said they would call back. Later in the afternoon, that same day, I called ont clearance delivery for an IFR tec flight to sna. I requested the ont L8 route and was cleared as requested. This time I queried clearance delivery, after copying the clearance, and asked for the heading on departure (runway 26L). I was given 255 degrees to intercept V-363, then V8 sli. I flew 3 tec legs in my bonanza. On obtaining clrncs, only in 1 case was I given an initial heading to fly on climb out. I would strongly recommend all tec clrncs include initial departure heading instructions.

THE DEP RWY WAS RWY 16R, NO DEP HEADING WAS INCLUDED IN MY CLRNC. I QUERIED THE CTLR AS TO WHETHER I HAD USED THE CORRECT DEP AND HE GAVE ME A PHONE NUMBER TO CALL. ON LNDG AT ONT, I IMMEDIATELY CALLED THE REQUESTED NUMBER AND EXPLAINED THE SIT. I WAS TOLD THE SUPVR WOULD BE REVIEWING THE TAPES. THEY ASKED FOR MY PHONE NUMBER AND SAID THEY WOULD CALL BACK. LATER IN THE AFTERNOON, THAT SAME DAY, I CALLED ONT CLRNC DELIVERY FOR AN IFR TEC FLT TO SNA. I REQUESTED THE ONT L8 RTE AND WAS CLRED AS REQUESTED. THIS TIME I QUERIED CLRNC DELIVERY, AFTER COPYING THE CLRNC, AND ASKED FOR THE HEADING ON DEP (RWY 26L). I WAS GIVEN 255 DEGS TO INTERCEPT V-363, THEN V8 SLI. I FLEW 3 TEC LEGS IN MY BONANZA. ON OBTAINING CLRNCS, ONLY IN 1 CASE WAS I GIVEN AN INITIAL HEADING TO FLY ON CLBOUT. I WOULD STRONGLY RECOMMEND ALL TEC CLRNCS INCLUDE INITIAL DEP HEADING INSTRUCTIONS.
