Narrative:

Cabin recirculating fan. Cruising FL390, south of gnv, fl, strong burning smell in cockpit and cabin. Me (flying) initiated descent, first officer started red box for cabin fire/smoke. Just as ATC asked if we were an emergency, first officer got to recirculation fan portion of red box and noticed right recirculation fan was already off (tripped). Now knowing the source, accomplished appropriate abnormal procedure, including smoke removal procedure to clear cabin of odor. Not sure if 'smoke' was involved in event. Did not declare emergency, but sense ATC considered us one. Descent was initiated possibly before ATC clearance. A lot of commotion at the time. Remainder of flight normal.

DID NOT DECLARE EMER, BUT SENSE ATC CONSIDERED US ONE. DSCNT WAS INITIATED POSSIBLY BEFORE ATC CLRNC. A LOT OF COMMOTION AT THE TIME. REMAINDER OF FLT NORMAL.
