Narrative:

I called leesburg FSS to get a WX briefing and file an ADIZ flight plan for a flight from gai to W29 in stevensville, md. Even though I planned to return later that evening, I did not file a return ADIZ plan since I did not know the time of my return. Once at W29, before my departure back to gai, I called FSS to file my return ADIZ flight plan. I knew that I had to file an ADIZ flight plan for my return into the washington ADIZ, but what I did not know, is that W29 is in the ADIZ. In my opinion, it is not clearly marked as such on the current washington sectional. I thought that W29 was out of the ADIZ. While on the taxiway before takeoff, I tried several times to call potomac approach on both 119.0 and 126.75 to activate my ADIZ flight plan and got no response. There is no rco at W29. After receiving no response for several mins, I thought that I would try to raise potomac approach once in the air. I never would have taken off if I knew that W29 was in the ADIZ. I thought I was playing it safe by trying to activate my ADIZ flight plan while still on the ground. Once airborne, I kept my altitude below 2000 ft and circled the vicinity of W29, being careful not to proceed westward until I had my discrete transponder code. (I was squawking 1200 at the time.) I was airborne for several mins (5-10) before I was able to reach anyone on the radio. I finally reached potomac approach, and received my discrete transponder code and was told to proceed on course towards gai. Once on course, maybe 5 or 10 mins more into the flight, I was told by the controller handling me that I needed to call a specific ATC facility once I was on the ground and he gave me a telephone number. I asked what the problem was, but either he didn't hear me, or was too busy to respond. Once I had gai in sight, the controller approved a frequency change, and once again reminded me to call ATC after I landed. I again asked him why I needed to call and he told me it was for squawking 1200 upon takeoff from W29. Once on the ground at gai, I immediately called the number I was given, told them my tail number and that I was told to call. The gentleman on the other end proceeded to tell me that I was in violation of the ADIZ when I took off from W29. He asked me what happened and I told him basically what I have written here. Once I explained the whole situation, he was very courteous and tried to answer some of the questions that I had for him, and said that he would put some of the things I mentioned in his report. After speaking for several mins, he asked for my name, address, phone number and pilot certificate number, which I provided. He then told me that he was going to have to file a pilot deviation with the leesburg FSDO and that I would be hearing from someone.

Title: AN EXTREMELY LOW TIME PA28-181 PLT VIOLATED THE DC ADIZ.

Narrative: I CALLED LEESBURG FSS TO GET A WX BRIEFING AND FILE AN ADIZ FLT PLAN FOR A FLT FROM GAI TO W29 IN STEVENSVILLE, MD. ONCE AT W29, BEFORE MY DEP BACK TO GAI, I CALLED FSS TO FILE MY RETURN ADIZ FLT PLAN. I KNEW THAT I HAD TO FILE AN ADIZ FLT PLAN FOR MY RETURN INTO THE WASHINGTON ADIZ, BUT WHAT I DID NOT KNOW, IS THAT W29 IS IN THE ADIZ. IN MY OPINION, IT IS NOT CLRLY MARKED AS SUCH ON THE CURRENT WASHINGTON SECTIONAL. I THOUGHT THAT W29 WAS OUT OF THE ADIZ. WHILE ON THE TXWY BEFORE TKOF, I TRIED SEVERAL TIMES TO CALL POTOMAC APCH ON BOTH 119.0 AND 126.75 TO ACTIVATE MY ADIZ FLT PLAN AND GOT NO RESPONSE. THERE IS NO RCO AT W29. AFTER RECEIVING NO RESPONSE FOR SEVERAL MINS, I THOUGHT THAT I WOULD TRY TO RAISE POTOMAC APCH ONCE IN THE AIR. I NEVER WOULD HAVE TAKEN OFF IF I KNEW THAT W29 WAS IN THE ADIZ. I THOUGHT I WAS PLAYING IT SAFE BY TRYING TO ACTIVATE MY ADIZ FLT PLAN WHILE STILL ON THE GND. ONCE AIRBORNE, I KEPT MY ALT BELOW 2000 FT AND CIRCLED THE VICINITY OF W29, BEING CAREFUL NOT TO PROCEED WESTWARD UNTIL I HAD MY DISCRETE XPONDER CODE. (I WAS SQUAWKING 1200 AT THE TIME.) I WAS AIRBORNE FOR SEVERAL MINS (5-10) BEFORE I WAS ABLE TO REACH ANYONE ON THE RADIO. I FINALLY REACHED POTOMAC APCH, AND RECEIVED MY DISCRETE XPONDER CODE AND WAS TOLD TO PROCEED ON COURSE TOWARDS GAI. ONCE ON COURSE, MAYBE 5 OR 10 MINS MORE INTO THE FLT, I WAS TOLD BY THE CTLR HANDLING ME THAT I NEEDED TO CALL A SPECIFIC ATC FACILITY ONCE I WAS ON THE GND AND HE GAVE ME A TELEPHONE NUMBER. I ASKED WHAT THE PROB WAS, BUT EITHER HE DIDN'T HEAR ME, OR WAS TOO BUSY TO RESPOND. ONCE I HAD GAI IN SIGHT, THE CTLR APPROVED A FREQ CHANGE, AND ONCE AGAIN REMINDED ME TO CALL ATC AFTER I LANDED. I AGAIN ASKED HIM WHY I NEEDED TO CALL AND HE TOLD ME IT WAS FOR SQUAWKING 1200 UPON TKOF FROM W29. ONCE ON THE GND AT GAI, I IMMEDIATELY CALLED THE NUMBER I WAS GIVEN, TOLD THEM MY TAIL NUMBER AND THAT I WAS TOLD TO CALL. THE GENTLEMAN ON THE OTHER END PROCEEDED TO TELL ME THAT I WAS IN VIOLATION OF THE ADIZ WHEN I TOOK OFF FROM W29. HE ASKED ME WHAT HAPPENED AND I TOLD HIM BASICALLY WHAT I HAVE WRITTEN HERE. ONCE I EXPLAINED THE WHOLE SIT, HE WAS VERY COURTEOUS AND TRIED TO ANSWER SOME OF THE QUESTIONS THAT I HAD FOR HIM, AND SAID THAT HE WOULD PUT SOME OF THE THINGS I MENTIONED IN HIS RPT. AFTER SPEAKING FOR SEVERAL MINS, HE ASKED FOR MY NAME, ADDRESS, PHONE NUMBER AND PLT CERTIFICATE NUMBER, WHICH I PROVIDED. HE THEN TOLD ME THAT HE WAS GOING TO HAVE TO FILE A PLTDEV WITH THE LEESBURG FSDO AND THAT I WOULD BE HEARING FROM SOMEONE.
