Narrative:

Runway incursion. Jfk runway 4L. After landing jfk runway 4R, taxi instructions were to hold short runway 4L on taxiway F, and to remain with same tower frequency. (Note: jfk utilizes different frequencys for departures/arrs on parallel runways.) while holding short, flight attendant called the cockpit to inform us that passenger were standing and that she was making a PA in order to have them return to their seats. The copilot acknowledged the call on intercom and returned to monitor tower frequency just as tower called requesting gate and ramp entry point, and allegedly provided taxi clearance to cross runway 4L. This transmission was partially blocked. The copilot provided gate/ramp information, and read back crossing clearance. I questioned the copilot about taxi clearance, and he acknowledged that we were cleared and that he had read back taxi clearance. I taxied forward, and as the nose of the aircraft crossed the runway 4L hold short line, tower called and instructed us to hold short. The aircraft stopped short of runway 4L with the nose of the aircraft over the hold short line. Shortly thereafter, tower informed me that aircraft on runway was at taxi speed, and well clear, and provided clearance to cross runway 4L and contact ground control. We complied and taxied to the gate. Environmental conditions: 1) busy time of day at jfk for departure/arrs. Many xmissions, some blocked. 2) WX: 600 ft overcast/2 mi visibility/rain. 3) windshield wiper malfunction. Utilized wipers for landing due to rain. After clearing runway, turned wipers off, and only right wiper went to park while the left continued to operate. In spite of several attempts to secure system, left blade continued (very loud). 4) intercom call from flight attendant relieved just prior to towers call regarding gate/ramp information. Intercom partially blocked transmission. (We determined later that no taxi clearance was given.) 5) no query or negative response from tower when copilot read back clearance. This added to our belief that we were cleared to cross. Supplemental information from acn 583764: aircraft had just been cleared for takeoff still at taxi speed aborted his takeoff. Reduced visibility made departing aircraft difficult to see. Expectations of hearing a crossing instruction -- you tend to hear what you expect to hear.

Narrative: RWY INCURSION. JFK RWY 4L. AFTER LNDG JFK RWY 4R, TAXI INSTRUCTIONS WERE TO HOLD SHORT RWY 4L ON TXWY F, AND TO REMAIN WITH SAME TWR FREQ. (NOTE: JFK UTILIZES DIFFERENT FREQS FOR DEPS/ARRS ON PARALLEL RWYS.) WHILE HOLDING SHORT, FLT ATTENDANT CALLED THE COCKPIT TO INFORM US THAT PAX WERE STANDING AND THAT SHE WAS MAKING A PA IN ORDER TO HAVE THEM RETURN TO THEIR SEATS. THE COPLT ACKNOWLEDGED THE CALL ON INTERCOM AND RETURNED TO MONITOR TWR FREQ JUST AS TWR CALLED REQUESTING GATE AND RAMP ENTRY POINT, AND ALLEGEDLY PROVIDED TAXI CLRNC TO CROSS RWY 4L. THIS XMISSION WAS PARTIALLY BLOCKED. THE COPLT PROVIDED GATE/RAMP INFO, AND READ BACK XING CLRNC. I QUESTIONED THE COPLT ABOUT TAXI CLRNC, AND HE ACKNOWLEDGED THAT WE WERE CLRED AND THAT HE HAD READ BACK TAXI CLRNC. I TAXIED FORWARD, AND AS THE NOSE OF THE ACFT CROSSED THE RWY 4L HOLD SHORT LINE, TWR CALLED AND INSTRUCTED US TO HOLD SHORT. THE ACFT STOPPED SHORT OF RWY 4L WITH THE NOSE OF THE ACFT OVER THE HOLD SHORT LINE. SHORTLY THEREAFTER, TWR INFORMED ME THAT ACFT ON RWY WAS AT TAXI SPD, AND WELL CLR, AND PROVIDED CLRNC TO CROSS RWY 4L AND CONTACT GND CTL. WE COMPLIED AND TAXIED TO THE GATE. ENVIRONMENTAL CONDITIONS: 1) BUSY TIME OF DAY AT JFK FOR DEP/ARRS. MANY XMISSIONS, SOME BLOCKED. 2) WX: 600 FT OVCST/2 MI VISIBILITY/RAIN. 3) WINDSHIELD WIPER MALFUNCTION. UTILIZED WIPERS FOR LNDG DUE TO RAIN. AFTER CLRING RWY, TURNED WIPERS OFF, AND ONLY R WIPER WENT TO PARK WHILE THE L CONTINUED TO OPERATE. IN SPITE OF SEVERAL ATTEMPTS TO SECURE SYS, L BLADE CONTINUED (VERY LOUD). 4) INTERCOM CALL FROM FLT ATTENDANT RELIEVED JUST PRIOR TO TWRS CALL REGARDING GATE/RAMP INFO. INTERCOM PARTIALLY BLOCKED XMISSION. (WE DETERMINED LATER THAT NO TAXI CLRNC WAS GIVEN.) 5) NO QUERY OR NEGATIVE RESPONSE FROM TWR WHEN COPLT READ BACK CLRNC. THIS ADDED TO OUR BELIEF THAT WE WERE CLRED TO CROSS. SUPPLEMENTAL INFO FROM ACN 583764: ACFT HAD JUST BEEN CLRED FOR TKOF STILL AT TAXI SPD ABORTED HIS TKOF.
