Narrative:

Gate agents are still putting passenger in seat adjacent to pilot's rest seat. They admitted prior to departure that most of business class passenger would be upgrades from coach, and said that they would not avoid seating anyone next to us. We reminded them of an agreement that we have with the flight department that only full-fare customers would be seated in this seat. The gate supervising agent said that was the plan and the upgrades would go elsewhere. Ie, there is no way to get them to abide by our agreement. I ask them before every flight and they say the same thing. We were all more fatigued than normal on arrival and this required all 3 pairs of eyes, ears, and hands to avoid making mistakes. No matter who is placed in the adjacent seat they will always disturb us, it's too close.

Title: A COMPANY AGREEMENT WITH THEIR PLTS REGARDING OCCUPANCY OF A SEAT ADJACENT TO THE PLT CREW REST SEAT IS ROUTINELY NOT COMPLIED WITH.

Narrative: GATE AGENTS ARE STILL PUTTING PAX IN SEAT ADJACENT TO PLT'S REST SEAT. THEY ADMITTED PRIOR TO DEP THAT MOST OF BUSINESS CLASS PAX WOULD BE UPGRADES FROM COACH, AND SAID THAT THEY WOULD NOT AVOID SEATING ANYONE NEXT TO US. WE REMINDED THEM OF AN AGREEMENT THAT WE HAVE WITH THE FLT DEPT THAT ONLY FULL-FARE CUSTOMERS WOULD BE SEATED IN THIS SEAT. THE GATE SUPERVISING AGENT SAID THAT WAS THE PLAN AND THE UPGRADES WOULD GO ELSEWHERE. IE, THERE IS NO WAY TO GET THEM TO ABIDE BY OUR AGREEMENT. I ASK THEM BEFORE EVERY FLT AND THEY SAY THE SAME THING. WE WERE ALL MORE FATIGUED THAN NORMAL ON ARR AND THIS REQUIRED ALL 3 PAIRS OF EYES, EARS, AND HANDS TO AVOID MAKING MISTAKES. NO MATTER WHO IS PLACED IN THE ADJACENT SEAT THEY WILL ALWAYS DISTURB US, IT'S TOO CLOSE.
