Narrative:

While proceeding to mitoe on the ILS runway 29 at oak, we were cleared to descend to 2000 ft until 6 DME, cleared visual approach to runway 29. As we proceeded inbound, we descended and slowed to configure. We listened as approach attempted to get radio contact with a VFR aircraft heading towards oak. About 10 DME from oak airport, descending through 3500 ft, norcal approach called out traffic at our 9-10 O'clock position. At approximately 2500 ft, norcal told us the traffic was NORDO and to stop descent until it was in sight. The captain immediately acquired the traffic at our 9-10 O'clock position and reported in sight. I had leveled at 2300 ft and began my turn to final. The captain pointed out the traffic to me, which was approaching us at co-altitude. I visually acquired the traffic and began a slight climb and turn away. The captain stated 'prepare for a possible go around' as the traffic approached. I looked over at the traffic again and saw it initiate a descent. We were now on final over hayward airport at about 6 DME from oak. We next received a TA for traffic shortly followed by an RA to climb. The captain maintained visual with the traffic as I followed the RA. The traffic passed behind us, we configured and completed a normal uneventful approach and landing at oak. During the event, norcal continued to attempt contact with the traffic. While on short final on tower frequency 127.12, we finally heard tower talking to the aircraft. It appeared to be a piper malibu. At the closest point it passed us co-altitude, approximately 300 ft lateral ft away.

AT APPROX 2500 FT, NORCAL TOLD US THE TFC WAS NORDO AND TO STOP DSCNT UNTIL IT WAS IN SIGHT. THE CAPT IMMEDIATELY ACQUIRED THE TFC AT OUR 9-10 O'CLOCK POS AND RPTED IN SIGHT. WE NEXT RECEIVED A TA FOR TFC SHORTLY FOLLOWED BY AN RA TO CLB. THE CAPT MAINTAINED VISUAL WITH THE TFC AS I FOLLOWED THE RA. THE TFC PASSED BEHIND US, WE CONFIGURED AND COMPLETED A NORMAL UNEVENTFUL APCH AND LNDG AT OAK. DURING THE EVENT, NORCAL CONTINUED TO ATTEMPT CONTACT WITH THE TFC. WHILE ON SHORT FINAL ON TWR FREQ 127.12, WE FINALLY HEARD TWR TALKING TO THE ACFT. IT APPEARED TO BE A PIPER MALIBU. AT THE CLOSEST POINT IT PASSED US CO-ALT, APPROX 300 FT LATERAL FT AWAY.
