Narrative:

IFR clearance was received for flight from ft worth alliance to ruidoso, NM, to fly runway heading, millsap, climb and maintain 2000 ft, expect FL180 10 mins after departure. After taxi and run-up, flight departed alliance runway 34R and began climbing to 2000 ft MSL. After approximately 1 min flight, was handed off to ft worth departure. Radio contact was established. I was then told to turn left to 310 degrees and climb to 4000 ft MSL. After approximately 1 min in the climb, I was told 'you are nowhere near going to millsap. Turn to 190 degrees and give me a good rate of climb to 8000 ft.' as turn was initiated and maximum continuous power applied, I was informed to turn to heading 120 degrees immediately and what altitude are you climbing out of and turn to heading 230 degrees for millsap, are you receiving millsap? I responded affirmative and out of 6500 ft for 8000 ft. Flight then proceeded to millsap and shortly thereafter was handed off to ZFW. Flight to ruidoso was uneventful. Conclusion: initially, there seems to be a communications breakdown and the controller may have been working too many aircraft and not waiting for pilot confirmation, but could have been talking to another aircraft instead. Also, in recent yrs, there appears to be some confusion of what a cessna 421 can and cannot do and 2 items of great concern are: 1) slam dunk letdowns, 2) maximum rates of climb with geared engines being the primary culprit, and individuals categorizing them as a turbine power aircraft. Once en route, climb power is established and then to resume maximum continuous is a considerable change for the engines and passenger.

Title: A C421 GOLDEN EAGLE PLT IS TEMPORARILY CONFUSED BY ATC'S COMMENTS AND INSTRUCTIONS DURING HIS RADAR VECTORED DEP FOR MINERAL WELLS VOR, FROM AFW, TX.

AFTER TAXI AND RUN-UP, FLT DEPARTED ALLIANCE RWY 34R AND BEGAN CLBING TO 2000 FT MSL. AFTER APPROX 1 MIN FLT, WAS HANDED OFF TO FT WORTH DEP. RADIO CONTACT WAS ESTABLISHED. I WAS THEN TOLD TO TURN L TO 310 DEGS AND CLB TO 4000 FT MSL. AFTER APPROX 1 MIN IN THE CLB, I WAS TOLD 'YOU ARE NOWHERE NEAR GOING TO MILLSAP. TURN TO 190 DEGS AND GIVE ME A GOOD RATE OF CLB TO 8000 FT.' AS TURN WAS INITIATED AND MAX CONTINUOUS PWR APPLIED, I WAS INFORMED TO TURN TO HEADING 120 DEGS IMMEDIATELY AND WHAT ALT ARE YOU CLBING OUT OF AND TURN TO HEADING 230 DEGS FOR MILLSAP, ARE YOU RECEIVING MILLSAP? I RESPONDED AFFIRMATIVE AND OUT OF 6500 FT FOR 8000 FT. FLT THEN PROCEEDED TO MILLSAP AND SHORTLY THEREAFTER WAS HANDED OFF TO ZFW. FLT TO RUIDOSO WAS UNEVENTFUL. CONCLUSION: INITIALLY, THERE SEEMS TO BE A COMS BREAKDOWN AND THE CTLR MAY HAVE BEEN WORKING TOO MANY ACFT AND NOT WAITING FOR PLT CONFIRMATION, BUT COULD HAVE BEEN TALKING TO ANOTHER ACFT INSTEAD. ALSO, IN RECENT YRS, THERE APPEARS TO BE SOME CONFUSION OF WHAT A CESSNA 421 CAN AND CANNOT DO AND 2 ITEMS OF GREAT CONCERN ARE: 1) SLAM DUNK LETDOWNS, 2) MAX RATES OF CLB WITH GEARED ENGS BEING THE PRIMARY CULPRIT, AND INDIVIDUALS CATEGORIZING THEM AS A TURBINE PWR ACFT. ONCE ENRTE, CLB PWR IS ESTABLISHED AND THEN TO RESUME MAX CONTINUOUS IS A CONSIDERABLE CHANGE FOR THE ENGS AND PAX.
