Narrative:
At approximately XA00 on may/tue/03, I was PIC of a piper PA28-140. The flight was on a nne heading at 3500 ft MSL. Flight conditions were VMC. Prior to entering the ADIZ, I had contacted potomac approach to activate my ADIZ flight plan and was assigned a transponder code and was in 2-WAY radio contact with potomac approach. I reported hef in sight to the approach controller. I understood the controller to say 'squawk VFR and switch to the tower frequency.

Title: PA28 PLT HAD A CLRNC TO ENTER DC ADIZ AND A DISCRETE XPONDER CODE. THE PCT APCH CTLR TOLD THE PLT TO SQUAWK VFR AND CONTACT THE TWR. THE PLT WAS LNDG AT AN ARPT WITHIN THE DC ADIZ.

I RPTED HEF IN SIGHT TO THE APCH CTLR. I UNDERSTOOD THE CTLR TO SAY 'SQUAWK VFR AND SWITCH TO THE TWR FREQ.
