Narrative:

I was flying from dfw to mem. We got clearance for ILS runway 36L in IFR conditions. At the time mem was being controled by 1 local controller for the entire airport. Once we received landing clearance and established inside the FAF, mem opened a second local controller for the west side of the airport (runway 36L). We never received notification to switch frequency since we were with the east side controller. Tower told us before FAF to expect 1 departure prior to our arrival. When we broke out of the clouds on ILS runway 36L, we saw another airplane on the runway (an A320). We never heard his takeoff clearance since the tower had split the frequencys and we were on the east side frequency on the west side runway. Upon reaching 200 ft AGL and the other airplane still on the runway, we executed missed approach. The controller was startled since he was controling the east side of the airport. We did not receive immediate instructions so I began to execute the published missed approach per ILS runway 36L instrument approach procedure. The captain (who was the PNF) told the tower that was 'on the go' instead of using standard ATC phraseology, which further confused the controller. We finally received instructions from ATC to climb to 2000 ft and turn 190 degree heading. Came back around and did ILS runway 36L without incident followed by uneventful landing.

Title: WHILE ON APCH TO THE MEM W SIDE, A CL65 CREW NOTICED THE LCL FREQ WAS SPLIT LEAVING THEM ON THE E SIDE FREQ.
