Narrative:

Departed on 30 min local flight. Upon entering pattern (downwind) landing gear would not extend. Gear was frozen at mid travel. Gear circuit breakers opened when gear was cycled. Attempts to free gear with emergency gear handle were to no avail. Departed pattern and continued to attempt to free the gear. I then released the emergency retraction system and still the gear would not move beyond mid travel by using emergency gear handle. Then proceeded to ZZZ, executed a low pass confirming gear was indeed half down. I then elected to land on runway 24. Engine was secured on final. Aircraft skidded on runway 24 and came to rest with damage to propeller and under fuselage. No injuries or fire.

Title: PA24 PLT IS UNABLE TO EXTEND LNDG GEAR DUE TO A MALFUNCTION AND DOES A GEAR UP LNDG.

Narrative: DEPARTED ON 30 MIN LCL FLT. UPON ENTERING PATTERN (DOWNWIND) LNDG GEAR WOULD NOT EXTEND. GEAR WAS FROZEN AT MID TRAVEL. GEAR CIRCUIT BREAKERS OPENED WHEN GEAR WAS CYCLED. ATTEMPTS TO FREE GEAR WITH EMER GEAR HANDLE WERE TO NO AVAIL. DEPARTED PATTERN AND CONTINUED TO ATTEMPT TO FREE THE GEAR. I THEN RELEASED THE EMER RETRACTION SYS AND STILL THE GEAR WOULD NOT MOVE BEYOND MID TRAVEL BY USING EMER GEAR HANDLE. THEN PROCEEDED TO ZZZ, EXECUTED A LOW PASS CONFIRMING GEAR WAS INDEED HALF DOWN. I THEN ELECTED TO LAND ON RWY 24. ENG WAS SECURED ON FINAL. ACFT SKIDDED ON RWY 24 AND CAME TO REST WITH DAMAGE TO PROP AND UNDER FUSELAGE. NO INJURIES OR FIRE.
