Narrative:
Our airplane was cleared for visual climb out of 10000 ft to FL230 after getting a visual on a C130 being refueled in-flight at 13000 ft. The PIC didn't initiate a steep enough climb and consequently we came within less than a mi of the aircraft at the same altitude.

Title: ACFT EXPERIENCED PROX CONFLICT DURING VFR CLB.
Narrative: OUR AIRPLANE WAS CLRED FOR VISUAL CLB OUT OF 10000 FT TO FL230 AFTER GETTING A VISUAL ON A C130 BEING REFUELED INFLT AT 13000 FT. THE PIC DIDN'T INITIATE A STEEP ENOUGH CLB AND CONSEQUENTLY WE CAME WITHIN LESS THAN A MI OF THE ACFT AT THE SAME ALT.
