Narrative:

My wife and I were flying to wlw, entering the landing pattern at 1139 ft, on a right downwind leg of the traffic pattern. We announced our arrival at wlw 3 or 4 times from various distances from the airport. Entering right crosswind entry and right downwind, we heard a C150 announce he was on a 4 mi, 45 degree entry for downwind on runway 16. As we were midfield on right downwind to runway 16, the C150 cut right in front of us approximately 100 ft ahead and 50 ft below us, without any announcement and proceeded to fly right downwind closer in toward the airport. I immediately called out on the radio that he cut right in front of our airplane and we were overtaking him. He was approximately 50 ft below us, and announced he would extend his downwind, and proceeded to fly back under our airplane, as we watched closely. He said he would land #2 behind us. We proceeded on our downwind leg and, as we turned right base, the cessna pilot announced within 5-10 seconds that he was turning right base, immediately behind us. We continued and turned to final on runway 16 and landed. We noticed just as we turned off the runway, the cessna had landed behind us while we were still on the runway, and had turned off a taxiway at midfield, and was taxiing toward the tie down area just as we turned to taxi toward the tie down area. It was clearly evident that he had landed while we were on the runway, a violation of the far's. We confronted the pilot, informing him that his actions were unsafe and violated the far's by landing while we were still on the runway. We stated he could have caused a midair collision, and he stated, 'why are you in such a huff?' I explained that it was because he was an unsafe pilot and could have killed us, himself, and his passenger. He stated he had announced 'once' his entering the 45 degree entry to right downwind runway 16 from a few mi out, and then again turning on the right downwind. I informed him he wasn't diligent in looking for us since I had announced my position now about 5 times while approaching the airport and again on downwind. He didn't say he was sorry.

I IMMEDIATELY CALLED OUT ON THE RADIO THAT HE CUT RIGHT IN FRONT OF OUR AIRPLANE AND WE WERE OVERTAKING HIM. HE WAS APPROX 50 FT BELOW US, AND ANNOUNCED HE WOULD EXTEND HIS DOWNWIND, AND PROCEEDED TO FLY BACK UNDER OUR AIRPLANE, AS WE WATCHED CLOSELY. HE SAID HE WOULD LAND #2 BEHIND US. WE PROCEEDED ON OUR DOWNWIND LEG AND, AS WE TURNED R BASE, THE CESSNA PLT ANNOUNCED WITHIN 5-10 SECONDS THAT HE WAS TURNING R BASE, IMMEDIATELY BEHIND US. WE CONTINUED AND TURNED TO FINAL ON RWY 16 AND LANDED. WE NOTICED JUST AS WE TURNED OFF THE RWY, THE CESSNA HAD LANDED BEHIND US WHILE WE WERE STILL ON THE RWY, AND HAD TURNED OFF A TXWY AT MIDFIELD, AND WAS TAXIING TOWARD THE TIE DOWN AREA JUST AS WE TURNED TO TAXI TOWARD THE TIE DOWN AREA. IT WAS CLRLY EVIDENT THAT HE HAD LANDED WHILE WE WERE ON THE RWY, A VIOLATION OF THE FAR'S. WE CONFRONTED THE PLT, INFORMING HIM THAT HIS ACTIONS WERE UNSAFE AND VIOLATED THE FAR'S BY LNDG WHILE WE WERE STILL ON THE RWY. WE STATED HE COULD HAVE CAUSED A MIDAIR COLLISION, AND HE STATED, 'WHY ARE YOU IN SUCH A HUFF?' I EXPLAINED THAT IT WAS BECAUSE HE WAS AN UNSAFE PLT AND COULD HAVE KILLED US, HIMSELF, AND HIS PAX. HE STATED HE HAD ANNOUNCED 'ONCE' HIS ENTERING THE 45 DEG ENTRY TO R DOWNWIND RWY 16 FROM A FEW MI OUT, AND THEN AGAIN TURNING ON THE R DOWNWIND. I INFORMED HIM HE WASN'T DILIGENT IN LOOKING FOR US SINCE I HAD ANNOUNCED MY POS NOW ABOUT 5 TIMES WHILE APCHING THE ARPT AND AGAIN ON DOWNWIND. HE DIDN'T SAY HE WAS SORRY.
