Narrative:

Miami ground cleared us to taxi to runway 9L for takeoff. After crossing runway 12, ground control asked if we would be able to accept runway 12 for takeoff. First officer replied that data was run for either runways 9L or 12. Ground said to continue as replied by first officer. Communication broke down because first officer was new to an international flight plan, programming a GPS and was using soft and unreadable responses to ground control as well as readbacks to captain. Ground then asked us to switch to tower and tower cleared us for an immediate takeoff on runway 12. I had already turned the corner for runway 9L. First officer said cleared for takeoff. I looked up and saw a commuter aircraft on approximately a 2 mi final for runway 9L. I stopped the aircraft a few ft past the hold short line and was well clear of runway 9L. At this time, tower realized that there must have been some confusion. I believe, to avoid a potential problem tower very calmly asked the commuter to go around. Tower then cleared us for takeoff on runway 9L and nothing was mentioned on frequencys about this. Improvements could have been made by slowing down and requiring first officer to be clear and use better phraseology.

Title: CONFUSION EXISTED BTWN ATC AND CARGO FLT AS TO WHICH RWY WAS GOING TO BE USED FOR TKOF AT MIA, FL.

Narrative: MIAMI GND CLRED US TO TAXI TO RWY 9L FOR TKOF. AFTER XING RWY 12, GND CTL ASKED IF WE WOULD BE ABLE TO ACCEPT RWY 12 FOR TKOF. FO REPLIED THAT DATA WAS RUN FOR EITHER RWYS 9L OR 12. GND SAID TO CONTINUE AS REPLIED BY FO. COM BROKE DOWN BECAUSE FO WAS NEW TO AN INTL FLT PLAN, PROGRAMMING A GPS AND WAS USING SOFT AND UNREADABLE RESPONSES TO GND CTL AS WELL AS READBACKS TO CAPT. TWR THEN CLRED US FOR TKOF ON RWY 9L AND NOTHING WAS MENTIONED ON FREQS ABOUT THIS. IMPROVEMENTS COULD HAVE BEEN MADE BY SLOWING DOWN AND REQUIRING FO TO BE CLR AND USE BETTER PHRASEOLOGY.
