Narrative:

Cleared from FL190 to 11000 ft by ATC. Set altimeters to 29.51 as local setting. (First officer was flying, I got ATIS.) crosschecked settings and instrument readouts by observing last 2 digits in altimeter pressure window and 100's sweep hand of altimeter. Approaching 11000 ft, noticing altitude not captured and continuing descent through 11000 ft. Descent arrested at approximately 10650 ft and returned to 11000 ft. Then noticed upon closer scrutiny, first officer's altimeter setting of 30.51 and altitude of 1000 ft higher than captain's. Instrument was reset properly. From now on, will do a complete check of instruments to insure that what I see is what actually should be there. No conflict occurred as a result of this deviation.

APCHING 11000 FT, NOTICING ALT NOT CAPTURED AND CONTINUING DSCNT THROUGH 11000 FT. DSCNT ARRESTED AT APPROX 10650 FT AND RETURNED TO 11000 FT. THEN NOTICED UPON CLOSER SCRUTINY, FO'S ALTIMETER SETTING OF 30.51 AND ALT OF 1000 FT HIGHER THAN CAPT'S. INST WAS RESET PROPERLY. FROM NOW ON, WILL DO A COMPLETE CHK OF INSTS TO INSURE THAT WHAT I SEE IS WHAT ACTUALLY SHOULD BE THERE. NO CONFLICT OCCURRED AS A RESULT OF THIS DEV.
