Narrative:

Air carrier aircraft climbed on an RA from TCASII. Air carrier was at 17000 ft, crossing left to right, in front of us. There appeared to be no collision potential. Radar, ZDC, made 2 traffic calls and our onboard air-to-air radar operator locked the target on ZDC calls at 8-9 mi separation. Traffic was visually acquired at 3 mi. Visual identify relayed to ZDC. Traffic initiated a climb, commanded by TCASII RA. Our aircraft is not equipped with TCASII. We made a slight left turn to accelerate the crossing and increase the distance horizontally to the closest point of approach. In this case the air carrier needlessly responded to TCASII. Closest point of approach was 1 1/2 mi laterally and 1000-1500 ft vertically. I don't believe the air carrier ever visually acquired us.

Title: FLT CREW OF SBR1 ENCOUNTERED ACR ACFT RESPONDING TO A TCASII RA. MODEST LOSS OF DESIRED SEPARATION OCCURRED.

Narrative: ACR ACFT CLBED ON AN RA FROM TCASII. ACR WAS AT 17000 FT, XING L TO R, IN FRONT OF US. THERE APPEARED TO BE NO COLLISION POTENTIAL. RADAR, ZDC, MADE 2 TFC CALLS AND OUR ONBOARD AIR-TO-AIR RADAR OPERATOR LOCKED THE TARGET ON ZDC CALLS AT 8-9 MI SEPARATION. TFC WAS VISUALLY ACQUIRED AT 3 MI. VISUAL IDENT RELAYED TO ZDC. TFC INITIATED A CLB, COMMANDED BY TCASII RA. OUR ACFT IS NOT EQUIPPED WITH TCASII. WE MADE A SLIGHT L TURN TO ACCELERATE THE XING AND INCREASE THE DISTANCE HORIZLY TO THE CLOSEST POINT OF APCH. IN THIS CASE THE ACR NEEDLESSLY RESPONDED TO TCASII. CLOSEST POINT OF APCH WAS 1 1/2 MI LATERALLY AND 1000-1500 FT VERTLY. I DON'T BELIEVE THE ACR EVER VISUALLY ACQUIRED US.
