Narrative:

As I landed at the long beach airport the tower asked me to call. The person I talked to wanted personal information. He said there was a question regarding my penetrating the tfr at disneyland by as much as a mile. I advised him that I did not think so, but if I did, it would have been by a block or so, not a mile. He told me he did not have any of the information, but someone would be calling. There was never a mention of me having ten days to file a NASA report only that someone would be calling me. Nine days later, long beach FSDO called, after explaining what I did, he said it was out of his hands, but I had ten days from the time of the incident to file a NASA report or I would probably lose my pilot's privileges for 30 days. I fly helicopters out of the fullerton airport on a regular basis and I am very aware of the tfr at disneyland. On the day in question, I departed west bound and turned south over beach blvd, which is west and clear of the disneyland tfr. As I traveled south on beach blvd, I observed a friend's car in his driveway in the city of garden grove. Being west and south of disneyland, I felt I would be clear of the tfr if I circled his home once or twice and continued south. Generally the orbit in a helicopter is much smaller than that of an airplane. When checking the distance on the terminal area chart and the surface street map, it does not appear that I penetrated the tfr. It may help to show the three miles on a local map and send it out to all the FBO's in the area, especially for helicopter operations.

Narrative: AS I LANDED AT THE LONG BEACH ARPT THE TWR ASKED ME TO CALL. THE PERSON I TALKED TO WANTED PERSONAL INFO. NINE DAYS LATER, LONG BEACH FSDO CALLED, AFTER EXPLAINING WHAT I DID, HE SAID IT WAS OUT OF HIS HANDS, BUT I HAD TEN DAYS FROM THE TIME OF THE INCIDENT TO FILE A NASA REPORT OR I WOULD PROBABLY LOSE MY PLT'S PRIVILEGES FOR 30 DAYS. AS I TRAVELED S ON BEACH BLVD, I OBSERVED A FRIEND'S CAR IN HIS DRIVEWAY IN THE CITY OF GARDEN GROVE. BEING W AND S OF DISNEYLAND, I FELT I WOULD BE CLR OF THE TFR IF I CIRCLED HIS HOME ONCE OR TWICE AND CONTINUED S. GENERALLY THE ORBIT IN A HELI IS MUCH SMALLER THAN THAT OF AN AIRPLANE. WHEN CHKING THE DISTANCE ON THE TERMINAL AREA CHART AND THE SURFACE STREET MAP, IT DOES NOT APPEAR THAT I PENETRATED THE TFR. IT MAY HELP TO SHOW THE THREE MILES ON A LOCAL MAP AND SEND IT OUT TO ALL THE FBO'S IN THE AREA, ESPECIALLY FOR HELI OPS.
