Approved to land, #2. On final approach, #1 aircraft still on runway. My judgement, clearance inadequate. Notified tower that I declared 'missed approach.' tower then gave clearance for left downwind to land. Landed and exited runway at midfield. Called tower for explanation for permitting aircraft to be on runway during my final approach. Tower's response was 'permissible if we maintain 3000 ft separation.
