Narrative:

Sbound to aruba at FL350 over moloc intersection on A567. First officer flying on IOE trip. TCASII activated with a TA. Observed traffic in TCASII at FL350 on A567 opposite direction. I do not recall the range, but it was not far ahead. Several seconds later, we got an RA. I watched outside and directed first officer to hand fly the RA. TCASII commanded a 1500 FPM climb. I observed a cessna citation pass directly below. We had climbed to approximately FL358 when we passed over the citation. I advised curacao control. They replied with -- 'roger.' this was a near miss -- or near hit, if you will. We were saved by TCASII. Very poor job by curacao control. I have come to expect this type of thing down here.

I DO NOT RECALL THE RANGE, BUT IT WAS NOT FAR AHEAD. SEVERAL SECONDS LATER, WE GOT AN RA. I WATCHED OUTSIDE AND DIRECTED FO TO HAND FLY THE RA. TCASII COMMANDED A 1500 FPM CLB. I OBSERVED A CESSNA CITATION PASS DIRECTLY BELOW. WE HAD CLBED TO APPROX FL358 WHEN WE PASSED OVER THE CITATION. I ADVISED CURACAO CTL. THEY REPLIED WITH -- 'ROGER.' THIS WAS A NEAR MISS -- OR NEAR HIT, IF YOU WILL. WE WERE SAVED BY TCASII. VERY POOR JOB BY CURACAO CTL. I HAVE COME TO EXPECT THIS TYPE OF THING DOWN HERE.
