Narrative:

Upon arriving at the aircraft, I checked with flight attendant to determine if ice and water was on board. Flight attendant indicated there was no ice. I asked first officer to request ice. Flight attendant indicated concern with incurring a delay for ice. I asked to see the flight attendant manual. I pointed out references to the use of ice for first aid. Station manager was unaware of first aid provision for ice. Once a weight and balance issue was dealt with, I asked if the flight would have ice. The manager indicated yes. This matter also led to my captain's removal from flight. Status -- the bgr route has a double safety standard. If the flight is on a turn, it will have provisions to meet 1 standard, but an originating flight in bgr will not be afforded the same standard. Safety indicated that they have recommended/suggested that chemically activated compresses be included in first aid kits if ice is not to be provided. It is not known if the cabin safety inspector approved of the changes to the flight attendant manual regarding first aid requirements.

Title: EMJ FLT CREW REQUESTS COMPLIANCE WITH ACFT FIRST AID PROVISIONS.

Narrative: UPON ARRIVING AT THE ACFT, I CHKED WITH FLT ATTENDANT TO DETERMINE IF ICE AND WATER WAS ON BOARD. FLT ATTENDANT INDICATED THERE WAS NO ICE. I ASKED FO TO REQUEST ICE. FLT ATTENDANT INDICATED CONCERN WITH INCURRING A DELAY FOR ICE. I ASKED TO SEE THE FLT ATTENDANT MANUAL. I POINTED OUT REFERENCES TO THE USE OF ICE FOR FIRST AID. STATION MGR WAS UNAWARE OF FIRST AID PROVISION FOR ICE. ONCE A WT AND BAL ISSUE WAS DEALT WITH, I ASKED IF THE FLT WOULD HAVE ICE. THE MGR INDICATED YES. THIS MATTER ALSO LED TO MY CAPT'S REMOVAL FROM FLT. STATUS -- THE BGR RTE HAS A DOUBLE SAFETY STANDARD. IF THE FLT IS ON A TURN, IT WILL HAVE PROVISIONS TO MEET 1 STANDARD, BUT AN ORIGINATING FLT IN BGR WILL NOT BE AFFORDED THE SAME STANDARD. SAFETY INDICATED THAT THEY HAVE RECOMMENDED/SUGGESTED THAT CHEMICALLY ACTIVATED COMPRESSES BE INCLUDED IN FIRST AID KITS IF ICE IS NOT TO BE PROVIDED. IT IS NOT KNOWN IF THE CABIN SAFETY INSPECTOR APPROVED OF THE CHANGES TO THE FLT ATTENDANT MANUAL REGARDING FIRST AID REQUIREMENTS.
