Narrative:

This report is in regard to fdc NOTAM 2/4431 concerning the missed approach procedure at the mercer county airport, bluefield, wv (blf) for the ILS 23 and VOR DME or GPS 23 aphes. The NOTAM calls for a climb to 3800 ft and a climbing right turn to 5300 ft direct to blf VOR and hold. The holding altitude is 300 ft higher than originally. This NOTAM was published in mid to late nov, 2002 and can be found in the current aim. I use commercial charts. On 12/tue/02 I called chart provider to notify them that this NOTAM was not listed in their current update and stressed that the FSS stopped issuing this NOTAM verbally since it had been published. They stated that this NOTAM is listed as 'temporary with no reason of issuance and no duration of the NOTAM' and since it was temporary they probably wouldn't publish it. I called back today (3/tue/03) and again reported that the NOTAM was not published in their update. Again, I was told it was 'temporary without reason or duration' and until the FAA made it permanent, they would not be able to publish it. This is potentially a very serious problem since the NOTAM was issued due to the construction of a tower just southeast of the airport with an elevation of + - 4265 ft MSL. On a recent flight, indianapolis center even questioned my hold altitude of 5300 ft until I referred them to the published NOTAM. I am based at blf. How many people using commercial charts, coming to blf, are unaware of the correct missed approach procedure?

AGAIN, I WAS TOLD IT WAS 'TEMPORARY WITHOUT REASON OR DURATION' AND UNTIL THE FAA MADE IT PERMANENT, THEY WOULD NOT BE ABLE TO PUBLISH IT. THIS IS POTENTIALLY A VERY SERIOUS PROB SINCE THE NOTAM WAS ISSUED DUE TO THE CONSTRUCTION OF A TWR JUST SE OF THE ARPT WITH AN ELEVATION OF + - 4265 FT MSL. ON A RECENT FLT, INDIANAPOLIS CENTER EVEN QUESTIONED MY HOLD ALT OF 5300 FT UNTIL I REFERRED THEM TO THE PUBLISHED NOTAM. I AM BASED AT BLF. HOW MANY PEOPLE USING COMMERCIAL CHARTS, COMING TO BLF, ARE UNAWARE OF THE CORRECT MISSED APCH PROC?
