Narrative:

While turning out of the run-up area towards the runway, the tail of the aircraft lifted 2 times, approximately 6 inches off the ground. Once the aircraft was turned more towards the east, the wind picked up the tail of the aircraft and the propeller and spinner struck the ground. The winds were at 310 degrees at 16 KTS, gusting to 24 KTS. At the time of the propeller strike the wind was mostly a crosswind, with a slight tailwind. The tail lifted too quickly to effectively do anything. The fuel was shut off right away, with mixture to idle and magnetos off. The pilot has flown in windy conditions, with gusts as strong, and has not had problems maneuvering on the ground.

Title: A CAP10 IS UNABLE TO MAINTAIN ACFT CTL DURING STRONG WINDS, AND HAS A PROP STRIKE WHILE TAXIING.

Narrative: WHILE TURNING OUT OF THE RUN-UP AREA TOWARDS THE RWY, THE TAIL OF THE ACFT LIFTED 2 TIMES, APPROX 6 INCHES OFF THE GND. ONCE THE ACFT WAS TURNED MORE TOWARDS THE E, THE WIND PICKED UP THE TAIL OF THE ACFT AND THE PROP AND SPINNER STRUCK THE GND. THE WINDS WERE AT 310 DEGS AT 16 KTS, GUSTING TO 24 KTS. AT THE TIME OF THE PROP STRIKE THE WIND WAS MOSTLY A XWIND, WITH A SLIGHT TAILWIND. THE TAIL LIFTED TOO QUICKLY TO EFFECTIVELY DO ANYTHING. THE FUEL WAS SHUT OFF RIGHT AWAY, WITH MIXTURE TO IDLE AND MAGNETOS OFF. THE PLT HAS FLOWN IN WINDY CONDITIONS, WITH GUSTS AS STRONG, AND HAS NOT HAD PROBS MANEUVERING ON THE GND.
