Narrative:

I decided to cycle the boots. Even though first flight of the day checks were done before entering icing. Got a timer light when it went to the west outbound. Ran the checklist and repeated the test before trying to manually inflate them. We called dispatcher and talked to maintenance. They told us to manually inflate the boots. All the boots functioned properly except the west outbound did not get a green light when the boot button was pushed. Did get some inflation, tried it several times, and it did not change the status of the problem. Maintenance/dispatcher asked us to return to ZZZ, as we were still close to it. About 140 mi or less, not in icing conditions and had 2900 pounds of fuel on board. Dispatch also sent us an ACARS message to return, and our ETA, which I informed them of. I then briefed the flight attendant, followed by a PA to passenger, explaining the reason for returning to ZZZ. At no time did we enter icing conditions.
