Narrative:

During excessive workload and off scheduled operations due to WX/ATC delays and etc. I missed an illegal cdl's issued against an aircraft as a flight dispatcher at air carrier X part 121 air carrier on feb/tue/03. Preamble to cdl section B. Limitations item 4. No more than one part of any one system may be missing. Aircraft had cdl's 32-01 landing gear door (left side), 32-02 landing gear wheel fairings (left side). I knew this aircraft was out there, but during shift I was way behind in workload dealing with multiple problems throughout entire shift. 2 near emergencies and management on my back, bad WX poor runway conditions (braking action reports due snow and ice etc) excessive xwinds, critical min temperature aloft limitations per aircraft aom volume one. Numerous equipment swaps due to aircraft delays. It slipped through numerous capts and dispatchers myself included. Supplemental information from acn 574368: there is a discrepancy on colembraer book. It states that no more than one part of any one system may be missing, unless specific combinations of parts are included in the cdl, on aircraft #1, there are 2 cdl's 32 CD2 main landing gear wheel fairings and 32c01 main landing gear doors. These two parts are under 1 system which is system 32. These cdl's were opened on feb mon and I found them on feb fri, which show more than 30 people were involved, maintenance control personnel dispatchers and crews. I told to my supervisor two days later and then one week after the soc supervisor said it was ok, 20 mins later said it was not, that shows the big confusion of these two cdl's. I think it was an inadvertent violation. Callback conversation with reporter revealed the following information: the reporter stated the two configuration deviation list items were missed due to a very busy day with heavy workload. The reporter said this item was known to management and was in operation for six days. The reporter stated the two items were already deferred and the reporter had no contact with the maintenance transaction.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE TWO CONFIGURATION DEVIATION LIST ITEMS WERE MISSED DUE TO A VERY BUSY DAY WITH HEAVY WORKLOAD. THE RPTR SAID THIS ITEM WAS KNOWN TO MGMNT AND WAS IN OP FOR SIX DAYS. THE RPTR STATED THE TWO ITEMS WERE ALREADY DEFERRED AND THE RPTR HAD NO CONTACT WITH THE MAINT TRANSACTION.
