Narrative:

Air carrier X was at FL310 on the cvg arrival route from djb. Air carrier Y was wbound at FL310. Air carrier X was turned 20 degrees left for spacing into cvg. Air carrier Y was overlooked for traffic with air carrier X when conflict alert started, turns were issued to both aircraft. Separation lost during turns. Could have been avoided by descending air carrier X to FL290 at the boundary.

Narrative: ACR X WAS AT FL310 ON THE CVG ARR RTE FROM DJB. ACR Y WAS WBOUND AT FL310. ACR X WAS TURNED 20 DEGS L FOR SPACING INTO CVG. ACR Y WAS OVERLOOKED FOR TFC WITH ACR X WHEN CONFLICT ALERT STARTED, TURNS WERE ISSUED TO BOTH ACFT. SEPARATION LOST DURING TURNS. COULD HAVE BEEN AVOIDED BY DSNDING ACR X TO FL290 AT THE BOUNDARY.
