Narrative:
We were cleared for VOR runway 23 approach into naples (apf). Reported WX was 3 mi and 300 ceiling. Decided to see if ceiling was better than reported. Inadvertently went below MDA, but had a good visual on the airport. Completed the approach and landed.

Narrative: WE WERE CLRED FOR VOR RWY 23 APCH INTO NAPLES (APF). RPTED WX WAS 3 MI AND 300 CEILING. DECIDED TO SEE IF CEILING WAS BETTER THAN RPTED. INADVERTENTLY WENT BELOW MDA, BUT HAD A GOOD VISUAL ON THE ARPT. COMPLETED THE APCH AND LANDED.
