Narrative:
Exited runway at slightly faster than normal speed. Stopped at taxiway, and believe I was partially blocking taxiway. Cessna 172 was coming towards me on taxiway about 150 yards away. I was unable to contact ground control, because of frequency congestion. Announced my plan to proceed directly across taxiway to large paved area. Ground control reminded me that I needed to obtain approval for any movement across, or on, runways. I believe the cause for this problem was my braking technique, which allowed aircraft to be near or partially on taxiway. Once I believed I was partially blocking taxiway with an aircraft moving in my direction and without being able to reach ground control, I felt the safest thing to do was to move 15 yards across taxiway after communicating with the pilot coming in my direction. To prevent recurrence, I plan to concentrate on getting through to ground control.

Title: SMA ACFT EXITING RWY AT LGB, CROSSES TXWY WITHOUT ATC CLRNC.
Narrative: EXITED RWY AT SLIGHTLY FASTER THAN NORMAL SPD. STOPPED AT TXWY, AND BELIEVE I WAS PARTIALLY BLOCKING TXWY. CESSNA 172 WAS COMING TOWARDS ME ON TXWY ABOUT 150 YARDS AWAY. I WAS UNABLE TO CONTACT GND CTL, BECAUSE OF FREQ CONGESTION. ANNOUNCED MY PLAN TO PROCEED DIRECTLY ACROSS TXWY TO LARGE PAVED AREA. GND CTL REMINDED ME THAT I NEEDED TO OBTAIN APPROVAL FOR ANY MOVEMENT ACROSS, OR ON, RWYS. ONCE I BELIEVED I WAS PARTIALLY BLOCKING TXWY WITH AN ACFT MOVING IN MY DIRECTION AND WITHOUT BEING ABLE TO REACH GND CTL, I FELT THE SAFEST THING TO DO WAS TO MOVE 15 YARDS ACROSS TXWY AFTER COMMUNICATING WITH THE PLT COMING IN MY DIRECTION. TO PREVENT RECURRENCE, I PLAN TO CONCENTRATE ON GETTING THROUGH TO GND CTL.
