Narrative:

On descent into jfk, we were told by new york approach control to expect the ILS to runway 4L. The runway 4L ILS was reported on the jfk ATIS as the landing runway for at least the last 2 hours. The runway 4L ILS approach was briefed, programmed, tuned and idented. The WX was reported as 800 ft broken, 1700 ft overcast, 1 1/2 mi visibility with light rain and mist. While in IMC, level at 1500 ft and being vectored for the approach, very close to the FAF, we were told to intercept and fly the runway 4R ILS. We questioned the controller, but he insisted that we were to fly the runway 4R ILS approach. We then complied with his instructions and while resetting all the navaids and turning to intercept and fly the runway 4R approach we may not have received a proper landing clearance.
