Narrative:

I was riding the right seat and an inspector was in left seat taxiing the aircraft. I was relaying information from ground control to the inspector for the txwys we were to taxi the aircraft for high power engine run up test. The inspector was unfamiliar with the area and I think he either did not hear me or the radio or was occupied with taxiing the aircraft. He missed the first turn off I told him to take and we had to use the second turn off for taxiway C. We were told to hold short of runway 25R and I repeated this to ground control. He pulled the nose of the aircraft over the hold line causing ground control to call for stop. This caused rejected takeoff of another carrier. We proceeded to the next turn off and he missed that also causing us to have to hold short of runway 25L. Ground control told us to expedite down the runway to the next turn off for the taxiway, causing another carrier to use a different runway that he was supposed to use for landing. I have posted a letter to all maintenance personnel that station policy will dictate that a taxi qualified person from maintenance will be in the left seat to taxi the aircraft in the future. I was very concerned with the way the aircraft was handled, as the inspector did not follow taxi and run up procedures. He failed to turn the center electric hydraulic pumps on both times he taxied the aircraft, causing the aircraft not to have nose steering. I feel that if this inspector is to continue to taxi aircraft he needs to attend taxi school and then have on the job training on the aircraft he is qualified to taxi.

Title: MAINT WAS TAXIING A B767 WITHOUT THE HYD PUMPS ON WHICH DISABLED NOSEWHEEL STEERING, AND THEY PENETRATED AN ACTIVE RWY.

Narrative: I WAS RIDING THE R SEAT AND AN INSPECTOR WAS IN L SEAT TAXIING THE ACFT. HE FAILED TO TURN THE CTR ELECTRIC HYD PUMPS ON BOTH TIMES HE TAXIED THE ACFT, CAUSING THE ACFT NOT TO HAVE NOSE STEERING. I FEEL THAT IF THIS INSPECTOR IS TO CONTINUE TO TAXI ACFT HE NEEDS TO ATTEND TAXI SCHOOL AND THEN HAVE ON THE JOB TRAINING ON THE ACFT HE IS QUALIFIED TO TAXI.
