Narrative:

I checked WX and NOTAMS 1 hour prior to departure with the local FSS from the FBO at manassas airport. I filed an IFR flight plan directly with the FSS specialist that included the arsenal 1 departure from manassas. No information was given regarding issues with the published departure. I received clearance from dulles clearance on frequency 120.2 that included the arsenal 1 departure, gordonville transition. Dulles clearance stated that departure altitudes on the arsenal 1 departure were to be followed. Navigation radios were set up to navigation the arsenal 1 departure from runway 16L. Departure was from runway 16L at manassas. The departure was complied with. While level at 2000 ft and on a heading to intercept the csn 107 degree radial, manassas tower gave instructions to contact dulles departure on frequency 124.65. Contact was made immediately with dulles departure. The controller asked if I was flying the arsenal 1 departure. I replied in the affirmative. The controller then stated that I was 'not even close' and gave instructions to turn right to 300 degrees and climb to 5000 ft. An immediate check of the navigation radios indicated the aircraft was on the csn 100 degree radial at 13.5 DME, still well north of the published intercept radial and short of the gadzi intersection. During the ensuing departure, the controller requested that I call the supervisor. Upon landing 4 hours later, I called roa FSS to have someone read to me the latest version of the arsenal 1 departure. The reading by the FSS specialist coincided exactly with the wording on the current united states terminal procedures. I then called the number requested by dulles departure. The person I spoke with stated that the restr area immediately south of manassas airport had been changed and that 'we have been trying to get them to change the radial' and that they are trying to get the word out to pilots about the situation. I inferred from the conversation that there is a known problem with the published arsenal 1 departure conflicting with the restr area south of manassas airport and attempts have been made to change the departure without result. There clearly is a need to change the arsenal 1 departure from runways 16L/right to ensure clearance from the restr area. A NOTAM should be immediately issued and the departure should not be authority/authorized for any departure until the published procedure can be properly modified.

I FILED AN IFR FLT PLAN DIRECTLY WITH THE FSS SPECIALIST THAT INCLUDED THE ARSENAL 1 DEP FROM MANASSAS. NO INFO WAS GIVEN REGARDING ISSUES WITH THE PUBLISHED DEP. I RECEIVED CLRNC FROM DULLES CLRNC ON FREQ 120.2 THAT INCLUDED THE ARSENAL 1 DEP, GORDONVILLE TRANSITION. DULLES CLRNC STATED THAT DEP ALTS ON THE ARSENAL 1 DEP WERE TO BE FOLLOWED. NAV RADIOS WERE SET UP TO NAV THE ARSENAL 1 DEP FROM RWY 16L. DEP WAS FROM RWY 16L AT MANASSAS. THE DEP WAS COMPLIED WITH. WHILE LEVEL AT 2000 FT AND ON A HDG TO INTERCEPT THE CSN 107 DEG RADIAL, MANASSAS TWR GAVE INSTRUCTIONS TO CONTACT DULLES DEP ON FREQ 124.65. CONTACT WAS MADE IMMEDIATELY WITH DULLES DEP. THE CTLR ASKED IF I WAS FLYING THE ARSENAL 1 DEP. I REPLIED IN THE AFFIRMATIVE. THE CTLR THEN STATED THAT I WAS 'NOT EVEN CLOSE' AND GAVE INSTRUCTIONS TO TURN R TO 300 DEGS AND CLB TO 5000 FT. AN IMMEDIATE CHK OF THE NAV RADIOS INDICATED THE ACFT WAS ON THE CSN 100 DEG RADIAL AT 13.5 DME, STILL WELL N OF THE PUBLISHED INTERCEPT RADIAL AND SHORT OF THE GADZI INTXN. DURING THE ENSUING DEP, THE CTLR REQUESTED THAT I CALL THE SUPVR. UPON LNDG 4 HRS LATER, I CALLED ROA FSS TO HAVE SOMEONE READ TO ME THE LATEST VERSION OF THE ARSENAL 1 DEP. THE READING BY THE FSS SPECIALIST COINCIDED EXACTLY WITH THE WORDING ON THE CURRENT UNITED STATES TERMINAL PROCS. I THEN CALLED THE NUMBER REQUESTED BY DULLES DEP. THE PERSON I SPOKE WITH STATED THAT THE RESTR AREA IMMEDIATELY S OF MANASSAS ARPT HAD BEEN CHANGED AND THAT 'WE HAVE BEEN TRYING TO GET THEM TO CHANGE THE RADIAL' AND THAT THEY ARE TRYING TO GET THE WORD OUT TO PLTS ABOUT THE SIT. I INFERRED FROM THE CONVERSATION THAT THERE IS A KNOWN PROB WITH THE PUBLISHED ARSENAL 1 DEP CONFLICTING WITH THE RESTR AREA S OF MANASSAS ARPT AND ATTEMPTS HAVE BEEN MADE TO CHANGE THE DEP WITHOUT RESULT. THERE CLRLY IS A NEED TO CHANGE THE ARSENAL 1 DEP FROM RWYS 16L/R TO ENSURE CLRNC FROM THE RESTR AREA. A NOTAM SHOULD BE IMMEDIATELY ISSUED AND THE DEP SHOULD NOT BE AUTH FOR ANY DEP UNTIL THE PUBLISHED PROC CAN BE PROPERLY MODIFIED.
