Narrative:

During climb we learned ZZZ operations had type iv deiced originating aircraft (we originated). We asked if our aircraft X had been deiced and were told 'yes', but this was not noted on the flight release. We complied with ad 2002-08-20 (speed restrictions, placard and tracking number) and continued per maintenance note. ZZZ operations advised they had notified dispatch of the deicing. On a separate note, there seemed to be a perception that the above aircraft applies only to the type 4 deice fluid. Fom bulletin stated it is also for type 2 deicing. This should be made clear. Supplemental information from acn 569919: aircraft deiced with type iv fluid in ZZZ3. 270 KIAS airspeed restr exceeded on climb out above 10000 ft. After reporting 320 KIAS to ATC, we remembered the restr and slowed to 270 KIAS for the rest of the flight. Supplemental information from acn 569920: aircraft deiced with type iv fluid in ZZZ3 due now. 270 knot airspeed restr exceeded on climb out above 10000 ft. Airspeed briefly was 320 knots. Realizing our situation, we immediately slowed to 270 knots and flew to ZZZ. We advised ATC that we were 270 knots restricted. Supplemental information from acn 569918: after check in with the ZZZ operations after 10000 ft climb, captain found out the aircraft had been deiced with type 4 fluid. Complied with ad for remainder of flight. Continued to ZZZ2 and upon return to ZZZ maintenance met the aircraft and removed MEL stickers. Supplemental information from acn 569925: originated flight out of ZZZ, ground crew deiced aircraft during overnight with type iv fluid. Flight crew was not informed. Write-up and 270 KIAS restr did not take place at ZZZ as it should have. We heard over company radio while en route that all originators had been deiced with type iv. Maintenance restricted aircraft in ZZZ1. After review with our supervisor, we were informed the tails were never deiced with type iv, just the wings were deiced. Write-up never should have happened had we been informed properly. Supplemental information from acn 569931: originating flight noticed aircraft had originated out of ZZZ and did not have a write up for being deiced with type iv fluid. Informed to accomplish dash power takeoff and comply with 270 KIAS restr and maintenance will take care of it in ZZZ. After being informed the tails had not been deiced (per ground operations procedure) aircraft had already departed with 270 KIAS restr unnecessarily applied/imposed. Supplemental information from acn 570004: it was raining and above freezing in ZZZ and the aircraft had no frost or ice, so we didn't request a deice. En route at cruise while listening to company heard that all aircraft that overnighted at ZZZ had been deiced with type iv. We had not been informed of this and I flew aircraft over 270 knots. There was no write-up or placard noting the deicing. Supplemental information from acn 570007: upon landing in ZZZ, was informed that aircraft had been deiced with type iv the previous day. ZZZ operations had told no crew or maintenance so there was not writeup on placard. Callback conversation with reporter revealed the following information: the reporter stated the maintenance release and the logbook never noted the fact the airplane was deiced with type iv fluid and was not placarded for speed restr. The reporter said the perception among many crews is there is no speed restr if type 2 fluid is used for deicing. The reporter stated another practice that is unusual is some stations will deice only the wings and not the tail section. Callback from acn 569919: the reporter stated the lack of the maintenance note in the logbook of the airplane being deiced results in breaking the required speed restr. The reporter said there is no logbook entry or deferred item made for the cleanup of the stabilizer balance panel cavity per the airworthiness directive.

INFORMED TO ACCOMPLISH DASH POWER TKOF AND COMPLY WITH 270 KIAS RESTR AND MAINT WILL TAKE CARE OF IT IN ZZZ. AFTER BEING INFORMED THE TAILS HAD NOT BEEN DEICED (PER GND OPS PROC) ACFT HAD ALREADY DEPARTED WITH 270 KIAS RESTR UNNECESSARILY APPLIED/IMPOSED. SUPPLEMENTAL INFO FROM ACN 570004: IT WAS RAINING AND ABOVE FREEZING IN ZZZ AND THE ACFT HAD NO FROST OR ICE, SO WE DIDN'T REQUEST A DEICE. ENRTE AT CRUISE WHILE LISTENING TO COMPANY HEARD THAT ALL ACFT THAT OVERNIGHTED AT ZZZ HAD BEEN DEICED WITH TYPE IV. WE HAD NOT BEEN INFORMED OF THIS AND I FLEW ACFT OVER 270 KNOTS. THERE WAS NO WRITE-UP OR PLACARD NOTING THE DEICING. SUPPLEMENTAL INFO FROM ACN 570007: UPON LNDG IN ZZZ, WAS INFORMED THAT ACFT HAD BEEN DEICED WITH TYPE IV THE PREVIOUS DAY. ZZZ OPS HAD TOLD NO CREW OR MAINT SO THERE WAS NOT WRITEUP ON PLACARD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE MAINT RELEASE AND THE LOGBOOK NEVER NOTED THE FACT THE AIRPLANE WAS DEICED WITH TYPE IV FLUID AND WAS NOT PLACARDED FOR SPEED RESTR. THE RPTR SAID THE PERCEPTION AMONG MANY CREWS IS THERE IS NO SPEED RESTR IF TYPE 2 FLUID IS USED FOR DEICING. THE RPTR STATED ANOTHER PRACTICE THAT IS UNUSUAL IS SOME STATIONS WILL DEICE ONLY THE WINGS AND NOT THE TAIL SECTION. CALLBACK FROM ACN 569919: THE RPTR STATED THE LACK OF THE MAINT NOTE IN THE LOGBOOK OF THE AIRPLANE BEING DEICED RESULTS IN BREAKING THE REQUIRED SPEED RESTR. THE RPTR SAID THERE IS NO LOGBOOK ENTRY OR DEFERRED ITEM MADE FOR THE CLEANUP OF THE STABILIZER BALANCE PANEL CAVITY PER THE AIRWORTHINESS DIRECTIVE.
