Narrative:

Obtained release and void time from ATC while stationary on taxiway at I69. Observed 2 aircraft in pattern, 1 on final, 1 on downwind. Expected first aircraft to land while second turning final. I announced departing runway 22 and that I had second aircraft on final in sight. After first aircraft passed arrival end of runway, pulled into position on runway. First aircraft did not land, but maintained low, slow approach entire length of runway. This delayed my departure. Second aircraft announced and executed go around. No aircraft were in jeopardy. Corrective action: should have waited until second aircraft clear of runway. In the future, will not attempt to slip in between 2 arriving aircraft at uncontrolled field. This was an inadvertent lack of judgement resulting from unexpected action of first aircraft.

Title: C182 PLT DEPARTING IFR AT I69, AN UNCTLED ARPT, TAXIES INTO POS BTWN 2 ARRIVING ACFT CAUSING THE SECOND TO GAR.

FIRST ACFT DID NOT LAND, BUT MAINTAINED LOW, SLOW APCH ENTIRE LENGTH OF RWY. THIS DELAYED MY DEP. SECOND ACFT ANNOUNCED AND EXECUTED GAR. NO ACFT WERE IN JEOPARDY. CORRECTIVE ACTION: SHOULD HAVE WAITED UNTIL SECOND ACFT CLR OF RWY. IN THE FUTURE, WILL NOT ATTEMPT TO SLIP IN BTWN 2 ARRIVING ACFT AT UNCTLED FIELD. THIS WAS AN INADVERTENT LACK OF JUDGEMENT RESULTING FROM UNEXPECTED ACTION OF FIRST ACFT.
