Narrative:

On the morning of the flight, I received a standard WX briefing about 40 mins before the flight. The WX along the route from ZZZ to ZZZ1 was expected to be very good with unrestr visibility. My dad and I performed an appropriate preflight inspection of the plane without incident. There was fog around the airport and visibility was somewhat restr. As I recall, ATIS said visibility was 1/4. I determined that the WX was acceptable for takeoff. The fog was up to 100 ft, and then visibility would be unrestr. After starting the engine, I waited for the engine temperature to rise in the green while I plugged in the flight plan into GPS system. I then called ZZZ traffic and let traffic know of my intentions to taxi to runway 19. I then proceeded to the taxiway and taxied to the departure end of runway 19. At the north end of the runway, the plane exited the taxiway and went in about 10 ft of grass before it flipped down a 25 ft embankment. We were taxiing slowly. The person sitting in the copilot seat and I unbuckled and were able to get out of the plane. We turned off the engine and the master switch. I then called 911 and told them of the incident. I also called ZZZ. I also was able to turn the fuel switch to the off position. The third person in the plane was also able to exit the airplane without assistance. The condition of the runway was not a problem. The WX (fog) was a factor. There were no lights, as well as no railing off the shoulder of the taxiway to guard from the embankment. There was also no sign. My dad and I were treated for minor injuries. The person sitting in the copilot seat went to the hospital with us, but was not admitted.

MY DAD AND I PERFORMED AN APPROPRIATE PREFLT INSPECTION OF THE PLANE WITHOUT INCIDENT. THERE WAS FOG AROUND THE ARPT AND VISIBILITY WAS SOMEWHAT RESTR. AS I RECALL, ATIS SAID VISIBILITY WAS 1/4. I DETERMINED THAT THE WX WAS ACCEPTABLE FOR TKOF. THE FOG WAS UP TO 100 FT, AND THEN VISIBILITY WOULD BE UNRESTR. AFTER STARTING THE ENG, I WAITED FOR THE ENG TEMP TO RISE IN THE GREEN WHILE I PLUGGED IN THE FLT PLAN INTO GPS SYS. I THEN CALLED ZZZ TFC AND LET TFC KNOW OF MY INTENTIONS TO TAXI TO RWY 19. I THEN PROCEEDED TO THE TXWY AND TAXIED TO THE DEP END OF RWY 19. AT THE NORTH END OF THE RWY, THE PLANE EXITED THE TXWY AND WENT IN ABOUT 10 FT OF GRASS BEFORE IT FLIPPED DOWN A 25 FT EMBANKMENT. WE WERE TAXIING SLOWLY. THE PERSON SITTING IN THE COPLT SEAT AND I UNBUCKLED AND WERE ABLE TO GET OUT OF THE PLANE. WE TURNED OFF THE ENG AND THE MASTER SWITCH. I THEN CALLED 911 AND TOLD THEM OF THE INCIDENT. I ALSO CALLED ZZZ. I ALSO WAS ABLE TO TURN THE FUEL SWITCH TO THE OFF POS. THE THIRD PERSON IN THE PLANE WAS ALSO ABLE TO EXIT THE AIRPLANE WITHOUT ASSISTANCE. THE CONDITION OF THE RWY WAS NOT A PROB. THE WX (FOG) WAS A FACTOR. THERE WERE NO LIGHTS, AS WELL AS NO RAILING OFF THE SHOULDER OF THE TXWY TO GUARD FROM THE EMBANKMENT. THERE WAS ALSO NO SIGN. MY DAD AND I WERE TREATED FOR MINOR INJURIES. THE PERSON SITTING IN THE COPLT SEAT WENT TO THE HOSPITAL WITH US, BUT WAS NOT ADMITTED.
