Narrative:

Shortly before XA30 local at day, we taxied to the deicing pad #2 for deicing only. There was no precipitation at the time, only a snow contaminated airplane. It was agreed upon before pushback that the ground crew (2 trucks) would just deice us using type I fluid at 50%. With a takeoff slot time of XA53 local, we thought 2 trucks could deice us rather quickly. At XA50, 20 mins into the procedure, the ground crew called to say they were just finishing up on the tail section. Then ground control called, asking about our estimated takeoff. Now we are thinking about expediting this seemingly slow deicing ground crew, so I call on the local frequency and ask if they can hurry it up so as to avoid a lengthy ground stop to atlanta. We were currently delayed 3 hours already. Soon after that call, the ground crew read back an incomplete post deicing report, omitting the 'clear of ice/contaminants.' I let that slide, and asked if we could start our engines. They responded with 'start only the left engine, we spotted a patch of snow on the right elevator, within a few mins, we were cleared to start right engine, followed by a 'you are clear' when asked if we were cleared to taxi. We then switched to ground control for taxi. Upon arrival at atlanta, we were told that the deicing crew was not finished, and that they denied clearing us to start engines or taxi. If I had requested a full and proper post deicing report to begin with, all doubt would be removed.

Title: B757 FLC USES IMPROPER PROCS DURING THE DEICING OF THE ACFT AT DAY.

Narrative: SHORTLY BEFORE XA30 LCL AT DAY, WE TAXIED TO THE DEICING PAD #2 FOR DEICING ONLY. THERE WAS NO PRECIPITATION AT THE TIME, ONLY A SNOW CONTAMINATED AIRPLANE. WE THEN SWITCHED TO GND CTL FOR TAXI. UPON ARR AT ATLANTA, WE WERE TOLD THAT THE DEICING CREW WAS NOT FINISHED, AND THAT THEY DENIED CLRING US TO START ENGS OR TAXI. IF I HAD REQUESTED A FULL AND PROPER POST DEICING RPT TO BEGIN WITH, ALL DOUBT WOULD BE REMOVED.
